Responsibilities:

The HR Specialist supports Facilities & Campus Operations (F&CO) in multiple areas of Human Resources for over 300 employees. The primary focus areas are recruitment, onboarding, and training & development. The HR Specialist works under the supervision of the Director of Facilities Human Resources.

Talent Acquisition and Onboarding

  • Performs comprehensive, full lifecycle recruitment for facilities & campus operations positions in accordance with the policies, procedures, and processes set forth by GMU’s HR and/or DHRM;
  • Identifies relevant career and job fairs and attend these events;
  • Performs extensive utilization of GMU’s applicant tracking system, PageUp. Makes recommendations on efficient use of the system’s features. Becomes the subject matter expert on the functionality of the system and may train F&CO staff on how to use the features;
  • Meets with hiring manager and search committees to review the phases of the hiring process;
  • Utilizes the current or updated, position description (PD) to build a job posting which accurately reflects the functions, requirements, and needs of the positions;
  • Verifies that search committee members have completed all training and submitted required recruitment documents;
  • Consults with the selection committee and assists in the development of interview questions and updates interview questionnaires;
  • Coordinates all Talent Acquisition actions for F&CO including:
    • Posting positions through PageUp;
    • Active recruiting through LinkedIn and other channels;
    • Prescreening of applicants and interview scheduling, acts as liaison to the Central HR talent acquisition team on special recruitment efforts;
  • Conducts reference checks for selected candidates;
  • Collects post interview paperwork and submits final packet to Central HR. Responsible for all communication with new employees prior to their start date, ensuring the employee receives all necessary information; and
  • Submits all paperwork and completes EPAFs for wage employee hires and no-pay affiliates.  

Employee Development and Training

  • Assists in the development, administration, coordination, and delivery of departmental training programs and special sessions. Collaborating with central HR where necessary. This includes:
    • F&CO Supervisor Training;
    • F&CO new hire orientation;
    • Onboarding;
    • Welcome week experience;
    • Performance Management Support (with central HR);
    • Required Safety Training (with EHS);
  • Ensures all employees keep current with training and development requirements;
  • Works with department heads to identify and define development opportunities for employees and maintain a list of education, development, and training programs that employees may take advantage of; and
  • Works on other programs and projects as identified.

Internship Program Coordination

  • Oversees the F&CO Internship Program.  Responsibilities include but are not limited to:
    • Works with F&CO supervisors and provides guidance on the program features;
    • Posts openings on job boards;
    • Instructs supervisors on how to review applicants through the system;
    • Coordinates internal department announcements;
    • Provides guidance to intern supervisors on program expectations; and
    • As possible, coordinates with academic units on course credit approval along with the creation of the annual internship orientation and program information packet.

Other related duties as assigned

  • These responsibilities include but are not limited to:
    • Providing project support;
    • Developing reports, and creating presentations; and
    • May also serve as the first point of intake for employee relations concerns. 

Required Qualifications:

  • High school diploma or equivalent;
  • Previous experience in Human Resources with exposure to a variety of specialty areas with a focus on recruitment (generally 3 years);
  • Knowledge of HR principles and practices including applicable federal and state laws and regulations governing recruitment and hiring;
  • Advanced skill in the use of Outlook, Excel, Word, PowerPoint;
  • Demonstrated knowledge and skill using an applicant tracking system (ATS);
  • Skilled in critical thinking with the ability to synthesize and assess relevant information, suggest solutions, exercise sound judgment, and make reasonable, logical and defensible decisions;
  • Ability to interpret and apply policies and procedures;
  • Ability to work effectively with diverse groups and communicate in an effective and respectful manner. Both orally and in written communication; and
  • Ability to work independently and manage multiple priorities in a fast-paced environment with a focus on quality and minimal errors.

Preferred Qualifications:

  • Bachelor’s degree in related field;
  • HR experience in a higher education or large public employer (generally 3 years);
  • Previous experience with PageUp talent acquisition software;
  • HR related certification, such as PHR, SHRM-CP; and
  • English / Spanish bilingual skills.
