The 3x Newly Created DSS Detailed Engineering Works Assessment & Delivery Services Area Managers work with the development industry and private landowners in collaboration with internal and external stakeholders to investigate, design, strategically plan and review the Development Services Schemes (DSS) to provide new water assets required to meet the needs of Victoria’s Population Growth in line with other, sometimes competing, Strategic Objectives. This role co-leads the DSS program, a type of developer-funded Infrastructure Contribution Plan which manages, and quality assures the delivery of land and new assets in Growth areas to enable the development of new jobs and homes for Melbourne, predominantly in Greenfield areas.
This is a Melbourne Water Hay 17 role where the salary guideline is up to $163,146 (package), depending on your skills and experience when considered against the Position Description.
The leadership role is responsible for assessing, managing and determining the civil engineering (civil, geotechnical and environmental based) approvals, project management and some financial reporting functions associated with the Asset Delivery (both land and water-related assets) phase of the DSS. The Assessments undertaken are all engineering-based with aspects of legal, planning and financial management acumen required, including assessing and determining Engineering Design Reviews for new Assets submitted by developer and their consultants and contractors. The role is responsible for all types of approval, including the management and quality and accuracy of all Works Business Case Approvals (BCA) for all assets types of $100m+ project values – being the Project Initiator leading the project from end to end, Pre-Commencement Advice and other construction based engineering assessments, developing and maintaining short and long term capital delivery programs, financial management of all DSS capital delivery elements including developer reimbursements, and property and maintenance transfers and agreements. This is a general civil engineering role where detailed asset project management & construction knowledge with limited urban planning knowledge is needed to succeed.
