About the Role

Reporting to the Senior Manager Capital Delivery (Performance), this is a pivotal role within the Capital Delivery – Performance team within Melbourne Water Major Capital Delivery (MCD). As the Manager, Control Systems Commissioning for MCD, you will be the lead interface for support to Project Managers in the scoping, development, and commissioning of Operation Technology (OT) assets within Major Capital Delivery projects.

The position provides expert commissioning co-ordination and interfacing between our nominated service providers, system integrators, MCD Project Managers and Melbourne Water OT representatives for effective delivery of new or upgraded controls systems.

You will be responsible to:

  • Lead, monitor and assist delivery of control systems development, testing, and commissioning in conjunction with the MCD Project Manager in accordance with MW Commissioning Procedures
  • Provide OT leadership during review of inputs to control philosophy and control narratives for Major Capital Projects
  • Manage and support MCD projects requiring OT and IT interfaces ensuring adequate allocation of resources and timeframes by Service Providers as well as continual promotion of internal stakeholders
  • Manage and coordinate issue resolution related to commissioning of control systems, ensuring completeness prior to handover
  • Actively engage with onsite asset and operational representatives, ensuring that commissioning acceptance criteria are adhered to, fully documented and recorded
  • Be the central point of technical knowledge for OT Asset Class(s), such as PLC, SCADA, CCTV systems, for MW Major Capital Delivery team

About you:

Qualification and Experience

  • Tertiary degree in relevant engineering field and/or extensive experience in Industrial Control Systems
  • Expertise in development, delivery and commissioning of complex OT and IT related projects. End user experience is preferable
  • Demonstrated experience in the preparation and management of commissioning plans for various contract delivery models, with proven consultation and negotiation skills
  • Understanding of the process for designing, developing, programming and commissioning multi-faceted projects within the control system environment
  • Extensive experience of project integration into existing operation assets
  • Significant knowledge and demonstrated expertise in delivery and commissioning of complex projects
  • Agent of Culture - Inspire through role modelling of values, mind-sets and habits to bring to life our desired culture
  • Ability to lead change and communicate with a diverse range of stakeholders
  • Strong financial and commercial acumen skills
  • Ability to pass a criminal record check and an AusCheck

Technical Capability

  • Experience in PLC control systems including development, coding and testing
  • Knowledge of one or more of the following - Siemens PCS 7, Allen Bradley PLCs, GeFanuc 90-30 PLC series, Yokagawa SCADA (other PLC or DCS experience may be an acceptable alternative)
  • Knowledge of Building Access, Control and Identification (BACID), Closed Circuit Television (CCTV) and Video Management Systems (VMS), Telemetry and Radio systems.
  • Knowledge of SCADA, virtualised environments, Ethernet and Fieldbus networks

The Security of Critical Infrastructure (SoCI) Act 2018 requires Melbourne Water, as an operator of critical infrastructure, to prepare a Critical Infrastructure Risk Management Program (CIRMP), which has been undertaken and managed by the Security and Emergency Management Team.

Melbourne Water are required to assess roles across Melbourne Water to determine what roles are critical under the Act. All employees working in a role deemed SOCI critical will require additional background checks via AusCheck.  This role is deemed critical, and the preferred applicant will be asked to undertake an AusCheck.
