About North East Link 

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.


About the Opportunity

This is an exciting and unique role in the communications and engagement space. It’s not your everyday role. It requires a skillset that’s outside the ‘norm’ in comms and engagement.

We’re looking for someone with great organisational, assurance, governance, systems and process management skills… but who also understands communications and engagement.

This is an integral role, internally focused on supporting the communications and engagement function to fulfill its many research, reporting and compliance requirements.

You’ll be the person ensuring evaluation, monitoring, reporting and continuous improvement is built into everything the communications and engagement team does. You’ll be the person who knows our contractual requirements back to front, who knows and is constantly refining our systems and processes, who is driving our reporting requirements, our market research requirements and our Infrastructure Sustainability Council of Australia obligations.

You’ll be working closely with every member of the communications and engagement team to make sure everything we do is focused on achieving the outcomes and commitments we’ve signed up to in delivery of this incredible project.

This is a senior level role reporting to the Director of Communications and Engagement. It’s an essential role to facilitating successful delivery of North East Link’s Primary Package.

This role will be accountable for:

  • Overseeing and driving the community and market research, analysis and evaluation activities to ensure continual improvement in communications and engagement performance
  • Managing the design and implementation of community surveys and evaluate data to monitor ongoing project sentiment and perception
  • Championing innovation and use of technology to streamline communications, information capturing and reporting processes
  • Driving the incorporation of sustainability, audit and compliance requirements into communications and engagement activities.
  • Monitoring and reporting on compliance across the Communications and Engagement function
  • Leading the documentation and reporting of the communications and stakeholder engagement’s sustainability achievements.

Minimum requirements for this role are:

  • Tertiary Degree (Bachelor level) or certificate or relevant experience (Disciplines relevant to function area, e.g. engineering, sustainability quality assurance, market research, public relations, journalism, communications, market research, quality and compliance)
  • Experience in communications, engagement, marketing, market research, commerce, compliance, governance, sustainability or similar field
  • An understanding of evaluation, monitoring and reporting in communications and engagement functions
  • Strong communication and interpersonal skills, capable of conversing at all levels and building trust with both internal and external stakeholders 
  • Skills in organisation, contract compliance, systems and processes review and management.
