Job Summary: The Alabama National Guard Educational Assistance Program Manager oversees the complete lifecycle of the ANGEAP Program. Manages the review and processing of student applications ensuring that all required documentation has been provided and all requirements are met. Provides counseling on eligibility requirements and application procedures to members of the Alabama National Guard.
Additional Department Summary: Serves as the University’s primary contact for the National Guard and Reserves concerning NOBE’s, GI Bill Kicker Contracts and ANGEAP. Works closely with other departments on campus such as Student Account Services and Financial Aid regarding student accounts and billing processes. Must be authorized by the Veterans Administration on a yearly basis to become and remain an active SCO (School Certifying Official). Provides consumer information to students and parents on Veterans educational options available. Provides guidance as to type of benefits they may receive, the terms and length of the benefits, and the consequences of not complying with all VA policies and procedures. Provides appropriate data into a direct on-line database system (Enrollment Manager) with the VA Regional Office for electronic submission of student academic and financial account information for GI Bill Certification for Chapters 1606, 35, 30 and 33 at the Federal Level. Monitors student accounts for withdrawals, grades, academic action, and report information regularly through Enrollment Manager. Assures all documents required to certify for educational benefits are authenticated. Ensures student’s information in UA’s system correlates with Enrollment Manager. Reports graduation, retention, and all VA compliance reports to the Assistant Director as required for VA Compliance. These reports include class withdrawals, add/drop monitoring, major changes, and NC grades. Coordinates logistical aspects of annual audits. Ensure all student files are maintained and updated in SCO’s designated workflow. Completes required training related to UA policies/procedures and laws/regulations that create a more hospitable and respectful workplace and safer work environment.
Required Minimum Qualifications: Bachelor's degree and four (4) years of veteran affairs experience; OR master's degree and two (2) years of veteran affairs experience. Must obtain clearance and be authorized by the Veterans Administration on a yearly basis to become and remain an active SCO (School Certifying Official).
Skills and Knowledge: Demonstrated aptitude for counseling and explaining complex federal regulations. Proficiency in the usage of personal computer and standard applications software (word processing, spreadsheet and/or database management programs). Good organizational, communication and public relation skills. Ability to multi-task and detail oriented. Ability to explain complex regulations to various UA publics. Ability to work independently and use professional judgement. Ability to identify and seek out resources when additional knowledge is required for unusual situations (UA staff, VA state, VA regional). Demonstrated commitment to supporting all students. Ability to comprehend and interact with complex enterprise management systems - Banner (Student Receivables and Academic Records components) and VA Once (Federal VA benefits certification).
Preferred Qualifications: Knowledge of veterans benefit programs. Ability to perform complex financial calculations. Experience as a School Certifying Official.
