For every child, a fair chance

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative canter of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference? 

The Partnerships Officer, NOB, TA, will support the office in managing strategic donor engagement and resource mobilization processes, ensuring alignment with UNICEF’s priorities and protocols. In this role, the officer helps strengthen UNICEF’s partnership portfolio—laying the groundwork for impactful collaborations that deliver lasting results for children.

Under the supervision of the Chief of Private Sector Fundraising and Partnerships, with a dotted reporting line to the Country Representative, and in close collaboration with the Deputy Representative Programmes, the post shall undertake the following tasks:

Strategic Planning and Implementation

  • Develop and implement annual partnership engagement and resource mobilization plans aligned with UNICEF’s strategic priorities.
  • Contribute to the development of innovative partnership and resource mobilization practices, including public-private partnerships (PPPs) and innovative financing mechanisms.

Partnership Development and Management

  • Identify, pursue, and promote new partnership opportunities by collaborating with UNICEF colleagues to assess needs and broker agreements.
  • Expand UNICEF’s network by building and strengthening relationships with regional development institutions, international financial institutions, development banks, and other key stakeholders.
  • Maintain a comprehensive database of current and prospective partners, ensuring up-to-date knowledge of key contacts and institutional priorities.

Intelligence and Environmental Scanning

  • Monitor and analyze trends within designated partnership areas to identify opportunities and risks.
  • Share timely insights and intelligence with relevant UNICEF staff to inform strategic decision-making.
  • Operational Support and Coordination
  • Manage day-to-day grant activities, including field visits when necessary, and serve as the focal point for donor partner queries.
  • Coordinate inputs from various sections and liaise with UNICEF’s Private Fundraising & Partnerships Division (PFP) and Public Partnerships Division (PPD).
  • Support the quality assurance process for donor proposals and agreements by coordinating contributions from relevant stakeholders.
  • Manage and update donor intelligence and resource mobilization pipeline in UNISON, UNICEF’s partnership management system.

Communication and Outreach

  • Respond to inquiries from potential collaborators and facilitate connections with appropriate UNICEF staff.
  • Update and enhance donor presentations, incorporating graphic design elements to improve visual appeal and clarity.

The following responsibilities will be carried out with a dotted reporting line to the Country Representative, ensuring strategic alignment and coordination with senior leadership:

Strategic and Programmatic Support

  • Provide strategic, logistical, and programmatic support to senior management and UNICEF staff in engaging with embassies, member states, assigned corporate and other institutional partners.
  • Contribute to the design and implementation of initiatives for high-level outreach and donor or partner stewardship, including support for UNICEF’s Senior Management.

Donor Intelligence and Strategic Briefing

  • Produce and regularly update comprehensive public donor landscape analyses and briefing materials.
  • Gather and synthesize information on public donor trends and priorities to inform the office’s resource mobilization strategy and support senior management’s engagement with current and prospective donors, both within and outside the country.
  • Coordinate inputs from programme sections to ensure briefing materials are accurate, relevant, and strategically aligned.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:
    • University degree in Social Sciences, International Relations, Political Science, International Finance, Public Relations, Media, Communication, and or other related fields. Post graduate degree on any of the related fields is an advantage.
  • Work Experience:
    • Minimum 2 years of progressive professional experience in all aspects of partnerships, resource mobilisation and donor relations acquired preferably at international level in the public or private sector.
  • Skills:
    • Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
    • Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
    • Knowledge of partnership development and resource mobilization.
    • Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities.
    • Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
    • Excellent communications skills, verbal and written.
    • In-depth familiarity with political and governmental processes, in particular official development assistance.
    • Ability to conduct sound policy analysis. 
  • Language Requirements:
    • Excellent Fluency in English (verbal and written) is required.
  • Desirables:
    • Experience with UN or International Organizations: Prior work in a UN agency or similar international development organization, especially in donor relations or partnerships.
    • Public-Private Partnership (PPP) Engagement: Hands-on experience initiating or managing PPPs or innovative financing initiatives.
    • Additional years of experience in the relevant technical field will be considered as an advantage.
