As the MC Evaluation Specialist, you work with the evaluation specialists and focal points in their duties in the assigned countries.
You ensure the credibility, impartiality, and independence of the evaluation function in the Country Offices under your responsibility. You also facilitate the development and implementation of evaluation workplans in each Country Office and provide guidance and technical support to sectors, the Country Management Team, and national governments on evaluation and related matters.
You help the Country Offices manage their evaluation partnerships, including inter-agency relations within the UN, and collaboration with the Regional Office and Headquarters. You may also be assigned specific duties that enable you to serve as a resource person across the region, including methodological work, resource mobilization, and procurement support for evaluations.
You are responsible for contributing to the design, effective conduct, and uptake of evaluations in accordance with the UNICEF Evaluation Policy. You ensure that the UNEG Norms and Standards for Evaluation, as well as UNICEF evaluation coverage benchmarks and quality standards, are upheld. |

Assignment context:
Within the UNICEF Country Programme 2025 – 2029 and under the supervision of the Education Specialist P3, the Education Officer mainly provides professional technical, operational and administrative assistance for the ITALEEM Programme funded by the EU (75%) and implemented jointly with UNESCO. Furthermore, the Education Officer supports the Life Skills programmes funded by Canada (25%), for the reintegration of conflict-affected children returning from Northeast Syria (NES). Overall responsibility includes a variety of technical and administrative tasks to facilitate programme development, implementation, progress monitoring, evaluation, and reporting for these programmes.
Technically, the position focuses on supporting the General Directorates of Education (GDoEs) and more widely the Ministry of Education (MoE) on three components: system building and strengthening the governance of the education system; expanding equitable access to quality learning opportunities through formal, non-formal and early childhood education; and improvement of learning, learning outcomes, and skills development.
Geographically, the position focuses on (but is not limited to) the following governorates: Baghdad, Babil, Wasit, Karbala, Najaf, Diyala, Salah-A-Din, and Anbar. |
