How can you make a difference?
The P4 Human Resources Manager has a key role in leading, coordinating and quality-assurance under the overall direction of the Chief of People and Culture. The incumbent supports coherent client allocation and workload management across HRBPs; provides technical guidance and escalation support on complex or sensitive cases; promotes consistent application of policy across client groups; and ensures that business partnering is integrated with the team's functional focal-point model. Functional leads retain technical ownership and quality assurance for designated areas such as talent acquisition, employee lifecycle and entitlements, learning and performance management, workforce analytics and post management, while HRBPs coordinate client needs and refer matters requiring specialist review or approval to the relevant focal point.
Given the demands of the L3 emergency, the model is deliberately flexible. The incumbent is expected to facilitate cross-pillar support during recruitment surges, staffing gaps, R&R and other absences, and periods of heightened operational demand, ensuring continuity of P&C service delivery and appropriate Officer-in-Charge arrangements when required. The role also uses workforce data and analytics to identify emerging people risks, staffing requirements and service-delivery bottlenecks, and to support evidence-based decisions by senior management.
The role therefore requires close collaboration with senior management, Section Chiefs, field offices, Operations, Security and Staff Counselling, as well as the Regional Office, DPC, GSSC/RAS and other relevant partners. The incumbent is expected to combine authoritative technical HR expertise with strong business partnering, sound judgement and adaptability, developing practical solutions where the Sudan context does not fit neatly within standard operating scenarios while maintaining compliance, fairness and organizational accountability
Purpose of the Job
The HR Manager, within their area of responsibility, is accountable for implementing HR services that enhance the capacity of their clients to deliver on their business goals and objectives. In doing so, the incumbent demonstrates the ability to anticipate HR-related needs and develop subsequent plans and solutions that align HR management with business objectives.
Summary of Key Functions and Accountabilities
Support the management of the HR unit by contributing to work planning, setting priorities, monitoring progress, and guiding staff performance. Provide technical leadership across HR functions, ensuring compliance with policies, regulations, and best practices while supporting the implementation of new HR initiatives. Serve as a strategic HR business partner, advising managers and staff throughout the employment lifecycle, promoting talent management, gender equity, and workforce diversity. Contribute to corporate HR strategies, workforce planning, organizational design, and the continuous improvement of HR systems and processes. Deliver and oversee key HR services, including recruitment, performance management, career development, learning, and employee relations. Support staff development through capacity-building initiatives, coaching, orientation, and talent management. Analyze HR data and trends to inform strategic decision-making, strengthen workforce planning, and improve HR information management and reporting.

Minimum requirements
- Education: Master or equivalent (Advanced University Degree) in Human Resources Management, Business Administration, International Business Relations, Psychology and other related fields.
- Work Experience: At least 8 years of relevant work experience in Human Resources, human resources management, talent acquisition, workforce planning, organizational design, emergency staffing, performance management, talent management, learning and development, employee relations, workforce analytics and other related fields.
- Skills: Demonstrated ability to communicate effectively, supervisory experience, HR Technical knowledge and experience in data analysis, recruitment management, knowledge of HR Regulations. Ability to help design and implement targeted and innovative human resources strategies.
- Language Requirements: Fluency in English is required.
Desirables
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language.
- Emergency operations experience, humanitarian and field operations experience.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
