Specifically, the Consultant will: (i) support the preparation and review of procurement plans, tender dossiers, terms of
reference, and technical specifications in line with FAFA agreement signed by UNICEF and EU; (ii) coordinate and follow up
on tendering, evaluation, contracting, and contract management processes with relevant stakeholders; (iii) ensure proper
documentation, record-keeping, and audit readiness of all procurement and contracting files; (iv) provide guidance to the
project team and partners on applicable rules, thresholds, and compliance requirements; (v) monitor contract
implementation, including deliverables, timelines, and payments, and flag any risks or delays; (vi) support financial tracking
and reporting related to procurement activities; and (vii) closely coordinate with project team at UNICEF, implementing
partner/s and UNICEF Brussels Office (EU Development Programs section), regarding compliance and quality assurance.
The Scope of Work for this assignment entails comprehensive technical support to the development of the Pre-University Education Strategy (PES) through a structured, consultative, and evidence-based process. The International Consultant, in
close collaboration with a local consultant (to be hired by UNICEF), will conduct an extensive desk review of national and
international education frameworks, including Albanian legislation, policies, SDGs, PISA findings, and EU Education Area
priorities, and contribute to a shared understanding of the PES conceptual framework through initial consultations with the
Ministry of Education and UNICEF. The assignment includes the preparation of an Inception Report outlining the
methodology, work plan, and coordination structure. It further involves leading stakeholder engagement through
interviews, focus groups, and participatory workshops (PESTL and SWOT analyses) with government, civil society, donors,
and youth, culminating in a comprehensive situation analysis. Building on this, the consultant will support the definition of
the strategy’s vision, objectives, priorities, and results framework, including indicators, milestones, and risk analysis, and
draft the PES in collaboration with relevant working groups. The consultant will also review and provide inputs to the costed
action plan, and ensure broad validation through consultations with key stakeholders. The assignment concludes with the
finalization and presentation of the Strategy, including a summary brief and presentation materials, incorporating all
feedback and ensuring alignment with national priorities and international standards. The International Consultant is
expected to work collaboratively with the Ministry of Education focal points, UNICEF team and the Steering Committee of
the Strategy.
The international consultant will be required to visit Albania as well as work from his/her place of residence

The toolkit is expected to comprise the Standard Activity Planning and Budgeting (SAPB), Micro-planning, and Results-Based Financing tools, together with all corresponding guidelines.
The consultancy contract will be implemented in two phases, with Phase II being subject to the satisfactory performance of the selected consultant, continued relevance of the assignment, and availability of funds. The scope of work is outlined below.
