| UNICEF will hire a consultant to develop a Guidance Manual for Civil Protection in Schools, based on the provisions of Law 12.608 of April 10, 2012, other relevant national regulations, and the Core Commitments for Children in Humanitarian Action – CCCs. The consultancy shall include the systematization of experiences, the compilation of methodologies and support materials, and the definition of guidelines to help schools and education networks incorporate Disaster Risk Reduction Education (DRR Education) in a transversal, continuous, and context-sensitive manner.
The consultant will work under the supervision of UNICEF’s Emergency Specialist, in collaboration with the education and climate change teams, as well as UNICEF’s field offices.
The deliverables will be reviewed and approved by a committee composed of representatives from UNICEF and federal government agencies. |

| The purpose of this consultancy is to finalize and operationalize the subnational INFORM model, ensuring that it meets methodological standards and can be reliably used for child-sensitive climate and disaster risk analysis in Madagascar.
Key objectives include:
• Revising and restructuring the existing draft INFORM model to align with CCRI-DRM standards and UNICEF guidance;
• Validating revised indicators and composite indices through national consultation;

• Building capacity among national institutions to independently maintain, update, and utilize the model in planning and early warning systems.

| The ultimate goal of this assignment is to generate evidence to provide policy recommendations to support planning on financing for increased access to WASH in Madagascar. Additionally, the assignment will consider an analysis of the WASH sector financing landscape on the period from 2020 to 2024 to appraise the adequacy or inadequacy of WASH budget invested through different sectors, to evaluate the cost of needed services to achieve ambitious SDGS and national targets, as well as to determine strategic financing approaches to cover the gaps. Specifically, the purpose of this assignment is to:
(i) Assess the fiscal space of the government budget, leading to the formulation of policy measures to substantively improve efficiency in the use of public resources as well as identify avenues for additional financial leveraging for implementation of climate resilient WASH interventions for the period 2025-2030.
(ii) Develop a high-level WASH Financing Strategy that will set out approaches on how the WASH sector will finance its overall programmatic and operations to meet the sector’s objectives in the medium-term (up to 2030) and long term (15 years planning horizon or as guided by the sector). |
