| UNICEF Mozambique is preparing for the new Country Programme Document (CPD) 2027–2031. As part of this process, the Country Office is required to develop a Country Programme Management Plan (CPMP) that defines the management environment, organizational structure, affordability, field presence, and operational modalities required to deliver the programme results.
Given the programmatic shifts, new outcome structure, changing funding envelope, and evolving field footprint, MCO seeks the support of a senior consultant to conduct a structured management review and coordinate the development of the CPMP and related inputs to the Programme Budget Review (PBR) in close coordination with the Senior Management Team (SMT), the CPMP Taskforce and the Country Management Team (CMT)
The purpose of this consultancy is to:
•
Conduct a comprehensive management and organizational review of UNICEF Mozambique.
•
Assess affordability and HR structure alignment with the 2027–2031 results framework.
•
Review the field footprint and delivery model.
•
Based on the strategic shifts in the new CPD, identify capacity gaps and efficiency opportunities; and
•
Develop a fit-for-purpose CPMP process and guide the process aligned with UNICEF corporate guidance and PBR requirements.
The assignment will be conducted under principles of transparency, participation, and structured staff consultation. |

| UNICEF Cambodia is seeking a Cambodian national consultant to generate implementation learning and behavioural insights on the use of the Complementary Feeding Bowl and Spoon (CFBS) as a tool for reinforcing existing MIYCN (Maternal, Infant, and Young Child Nutrition counselling platforms and support improved caregiver practices.
The consultancy will:
• document initial implementation of the CFBS
• assess how the tool supports MIYCN counselling approaches
• examine caregiver behaviour toward CFBS, including their understanding and use of it
• identify operational challenges and opportunities for integration of CFBS into existing programmes
• Generate sustainable and disability-inclusive recommendations to inform future complementary feeding programming in Cambodia

| UNICEF Cambodia is seeking a Cambodian national consultant to support the Government of Cambodia to develop a coherent, costed, and implementable national MMS transition framework and health system support, integrating policy, financing, procurement, system integration, and implementation readiness. The work will ensure that MMS introduction is fully embedded within national systems and aligned with government planning and budgeting processes, including development of practical financing pathways leveraging the Child Nutrition Fund (CNF) match window as catalytic support alongside increasing government financing commitments. Updates in this TOR reflect adjustments to timelines and sequencing to ensure deliverables needed for 2027 government budget discussions, with the Ministry of Economy and Finance (MEF) are completed by June–July 2026.
The consultant will work under the leadership of MoH–NNP, in coordination with NMCHC and the Nutrition Technical Working Group (TWG), and with technical support from UNICEF, to ensure that MMS introduction strengthens maternal nutrition systems and is implemented at scale in a phased and sustainable manner.
