Central Narcotics Bureau keeps Singapore safe from drug abuse through: enforcement action against drug traffickers and abusers, leading and co-ordinating preventive drug education, assisting and forging a national consensus of zero tolerance towards drug abuse and identifying and recommending new legislative and other measures.

An overview of what the branch/section handles

  • The CNB Public Communications Unit is responsible for managing the Bureau’s communications and media relations activities so as to develop a positive public perception of CNB.  Our strategic aim is to create public awareness of CNB’s programmes, policies and enforcement efforts with a view of gaining public support in our enforcement, preventive drug education as well as policy initiatives such as Singapore’s zero tolerance stand towards drugs. 
  • The Public Communications Unit’s work ranges from media relations (e.g. news releases, publicity features), social media outreach (including the communications strategy, content development and production/commissioning of media content in infographic, visual or video format), publications,  to internal communications matters such as conceptualising and disseminating CNB-wide corporate communications messages.

Media

  • Social media communications strategy. Officer is required to work collaboratively in a team, and with stakeholders (internal and external) to implement and constantly review CNB’s social media strategies to support and increase visibility of the anti-drug cause and messages, as well as the visibility of the CNB corporate brand. This involves creating publicity content for social media, crafting copies and captions. The officer is expected to also leverage data analysis, social media tools, combined with media buys to gain insights on the target audience for better content that is relevant and appealing. The officer is required to research on and make use of unique and creative applications and tools to present the social media content.
  • Managing social media platforms. Officer is required to manage the CNB social media acocunts to promote PDE messages. This can include development of media contents or working with appointed vendors to develop content that resonates with the younger audience.
  • Media monitoring and analysis. To assist in monitoring online sentiments, especially contents pushed out on CNB social media platforms. This requires the officer to actively monitor feedback to CNB social media accounts, and may further require officer to respond or intervene to online comments.
  • Media embedment operations. Managing media in selected frontline operations to generate and sustain public awareness of the harsh realities of the harms of illcit drugs, as well as CNB’s operational capability and commitment to the fight against drugs.Publicity features. Officer is required to work collaboratively in a team, and with stakeholders (internal and external) on publicity features and projects (including for social media and traditional media) to support and increase visibility of the anti-drug cause and messages, as well as the visibility of the CNB corporate brand. The officer is required to track, assess and evaluate the performance of publicity efforts and to prepare regular management reports.
  • Capability development and planning. To support the operational needs of the social media team, the officer will be involved in budget planning and resource planning. The officer will assist in the procurement of goods, services, equipment required for social media content and operations.
  • Media relations. Officer is required to support and augment the public affairs team for crisis communications, and in the organising of press conferences and media visits, as well as the drafting of news releases.

Events

  • Event coverage. To cover CNB events for featuring on social media or for interncal communications. To work with partners and stakeholders to feature them during these events

Internal Communications

  • Drafting and issuance of internal communications. Internal communications on key CNB events, initiatives, etc to ensure that officers are apprised of latest developments in CNB.
  • Annual bulletin. Planning and conceptualising the annual corporate bulletin, and working with various divisional representatives to develop contents, including the procurement of services for the project.

Contingency planning

  • Crisis Communications. To develop and refresh communication plans to engage netizens to ensure that the organisation’s reputation and credibility are not compromised during time of crisis.

Other responsibilities

  • Assisting to develop Public Communications Unit’s overall capabilities as appropriate.
  • Representative to the Home Team Festival.
  • Representative to the Annual Anti-Drug Abuse Campaign organising committee (on rotation) to plan and organise (a series of) flagship public events to support the anti-drug cause.
  • CNB Point of Contact for Social Media development. This involves
  • Periodic collation and updating of the statistics to MHA on growth of CNB’s social media platforms
  • Part of team for short to long term planning for the continued development of CNB’s social media outreach as appropriate

 

Job Requirements:

  • Highly committed and full of initiative.
  • Creative with good communication and project management skills.
  • Strong interpersonal skills in order to work with different stakeholders and media partners
  • Familiar with youth culture and social networking tools popular among youths.
  • Some experience in marketing, event organising, public affairs or corporate communications would be an asset.
  • Must be prepared to work on some weekday evenings and weekends, especially during the school holidays.
  • Able to multi-task and work well under tight deadlines.
