Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.

Job Description

  • Draw corporate plans and strategic priorities by facilitating strategy and decision-making with CSC’s Board, parent ministry and other key stakeholders;
  • Manage the development and implementation of strategic OD and change management strategies, projects and plans in support of CSC’s strategic directions and priorities.
  • Drive employee engagement and communication strategies (including administration of pulse checks, employee engagement survey) to promote organization health and change management.
  • Collaborate with various stakeholders at all levels to build and influence support for OD initiatives.
  • Part of a team to promote and support knowledge-sharing and collaborative culture through systems and processes.
  • Seek and develop partnerships with external organisations of strategic interest and international equivalents

Job Requirements

  • Relevant working experience related to strategic planning, or organisational development/ change management
  • Well-versed with strategic planning frameworks & concepts and latest trends, organisational development/change management frameworks & concepts
  • Ability to communicate and engage well with stakeholders, including CSC’s external partners, and members of seniority who may/may not be part of the CSC senior leadership team
  • Excellent problem solving and critical analytical thinking skills. Data analytical abilities will be advantageous.
  • Excellent verbal, writing and communication skills. Facilitation ability will be advantageous
  • High energy level, self-motivated and team-oriented
  • Willing to experiment with new ideas
  • Proficient in Microsoft Office Applications
