The Ministry of Manpower (MOM) aims to develop a productive workforce and progressive workplaces, for Singaporeans to have better jobs and a secure retirement. In a rapidly changing global economic landscape, Singapore’s workforce and workplace practices have to remain adaptable. MOM’s policies help enhance the workforce’s profile, promote lifelong employability and income security for Singaporeans, as well as foster excellent working environments that are fair and safe. As an MOM officer, you will get to work in a range of exciting areas to help the Ministry attain its goals, including manpower policy, industrial relations, workplace safety and foreign employment regulation. MOM is committed to creating an inclusive employee experience for all.

You will be part of the team that works closely with tripartite partners and relevant stakeholders to develop and implement initiatives to strengthen the HR industry in Singapore and enable human capital development in companies. These will support wider workforce and business transformation efforts in Singapore’s new phase of economic development. In particular, you will:

a) Review the current HR pre-employment training landscape and pipeline in view of changing demands on HR professionals (viz. emerging HR skills and HR technology) and work with relevant stakeholders (e.g. Institutes of Higher Learning, SSG/MOE) to address identified gaps.


b) Ensure continued relevance and impact of initiatives aimed at supporting potential and existing HR professionals to progress in their careers (e.g. SkillsFuture Study Award for HR, National HR Book Prize). This will involve working with relevant stakeholders (e.g. Institute for HR Professionals (IHRP), SSG/MOE, and Institutes of Higher Learning) to review and ensure smooth implementation of these initiatives.


c) Work closely with multiple stakeholders (e.g. Government sector agencies, tripartite partners, HR industry players) to ensure that businesses have the necessary HR capabilities to support wider workforce and business transformation efforts (e.g. job redesign, inclusive/age-friendly workplaces, manpower-lean).  


d) Engage businesses, HR professionals and trade associations & chambers to promulgate the HC agenda and gather ground sensing on HR capabilities and support required by businesses to support their growth and workforce development. Feedback gathered will be used to further refine existing programmes/initiatives targeted at strengthening the HR profession and providing HR support for employers.


e) Provide Secretariat support for various meeting platforms, including the HR Industry Transformation Advisory Panel (HRTAP) that has been set up to formulate strategies and lead efforts to strengthen the HR industry.



  • Possess strong collaboration skills and be able to comfortably and resiliently interact with different / multiple stakeholders across Government agencies, tripartite partners and businesses so as to achieve optimal outcomes.
  • Able to quickly grasp and synthesise ground feedback and inputs from various sources, and translate these into useful insights for policy/programme reviews.
  • Be a self-starter and independent thinker, comfortable with taking on diverse pieces of work.
  • Prior experience in industry development, policy or other related areas would be an advantage.
