Job Summary

The team's objective is build and develop the leadership pipeline for the sector through selecting, developing, engaging and deploying sector talent.

This position ensures the team's objective to implement and manage various scholarships, awards and leadership programs KPI is met, by implementing and strengthening the HR operations of the team.

Key Responsibilities and Activities

Talent Attraction

Primary liaision with local and overseas partner education institutions and training providers on scholarship and sponsorship administration matters.

Lead budget development for scholarships and awards in consultation with the Ministry of Social and Family Development (MSF).

Lead critical administrative functions such as contract and deed preparation; and maintenance of personnel database.


Talent Development & Engagement

Primary liaision with candidates on sectoral talent development schemes (e.g. LDP, PDMP, SSF and Scholarships), NCSS divisions and external partners (e.g. Social Service Agencies) on HR related matters.

Lead critical administrative functions such as scholar emplacement, secondment agreements, payment schedules, training administration etc

Assist wth SSLU events such as HR Alliance, 40-under-40, fireside chats etc

Personnel Policy & Administrations

Monitor, refine and review key HR policies and SOPs to support the effective implementation of the portfolio of talent development schemes.

Develop, maintain and create management reports to be circulated to NCSS senior management.

Supervise temp staff supporting the team in admin & ops matters
