JOB PURPOSE

The jobholder will be responsible for the system implementation of the new Whole-Of-Government HR and Payroll Systems (HRPS) to meet MHA requirements. In addition, the officer is also responsible to support IT requirements for the formation of the new HR Shared Services (HRSS) centre.

NATURE AND SCOPE

  • The jobholder reports to DD, IT solution architect and assists in architecting, developing and driving MHA’s IT strategic plans to ensure HR administration in the Home Team is efficient, effective and people-centric so as to deliver a positive user experience.  He is expected to drive the data and interface migration work-stream during the implementation of the HRPS.
  • He/ She will work with the system integration vendor (SI), as well as the business owners to articulate the data & interface requirements and standardization to support the business requirements and operations.
  • He/She will also be expected to provide solutions and recommendation to meet the IT needs for the setting up and functioning of MHA HR Shared Services Center (HRSSC).
  • He/ She will drive and work with the Home Team departments in the setting up of proper data governance structure to ensure a smooth and seamless transition into the new HRPS.

MAJOR CHALLENGES

  • The jobholder’s major challenge is to recognize areas of synergy, rationalize, consolidate and revamp existing HR management IT systems in MHQ and the Home Team departments. He/She will need to garner the support and alignment of the Home Team department users to streamline and consolidate the various legacy systems into the new HRPS.
  • As the HRSSC will be implemented in phases before the availability of the new HRPS, the jobholder will be expected to provide interim IT solutions to support the operations of the HRSS and assist the transition to the new HRPS subsequently.

PRINCIPLE ACCOUNTABILITIES

The jobholder’s principle accountabilities include:

  • Take stock of existing HR/Admin IT systems and interfaces in MHA in preparation of the migration into the new HRPS.
  • Develop strategies together with the SI for standardisation and governance of the data elements and interfaces required for the implementation of HRPS.
  • Lead a team of IT developers to deliver interim solutions to meet the requirements of the HRSSC.

JOB QUALIFICATIONS

The job-holder should have:

  • A good knowledge and some experience in developing and managing HR/ Admin IT and service delivery systems in large organizations;
  • A good grasp of and keeps abreast of advances in Information Technology and its application for HR and administration;
  • Well-verse in the Instruction Manual (IM) especially on the data management section to develop MHA HR data governance and policies;
  • Experiences in SAP HCM technologies would be preferable;
  • Be able to appreciate issues from a systems perspective;
  • Ability to work with ground stakeholders at all levels;
  • Strong and effective communication skills; and
  • Good change management skills.

All new appointees will be appointed on a two-year contract in the first instance.
