Job Summary:

The Social Service Leadership Unit (SSLU) leads the sectoral leadership development efforts within NCSS.  This is done through the development and administration of leadership development schemes such as the Sun Ray scheme and is responsible for end-to-end talent management processes to support the portfolio of schemes under SSLU.  This role focuses on attracting talents under the Sun Ray scheme and other leadership schemes.  Staff will also partner closely with other teams within the Unit and NCSS to fulfil the objective of deepening the bench strength of the leadership community in the social service sector.

Key Responsibilities:

Candidate appointed as Assistant Director will lead a small team to oversee the following responsibilities:

People Manager

  • Oversee the talent acquistion and talent management teams to ensure smooth operation of the Sun Ray scheme including managing the timelines and budgets.

Talent Acquisition

  • Partner member organisations to understand their hiring needs and succession planning
  • Interview candidates and advance them to panel interview
  • Match candidates to appropriate Social Service Agencies (SSAs) based on their competencies and agencies' needs
  • Review and offer compensation packages to candidates and appoint them as Sun Ray staff

Talent Management

  • On-board new Sun Ray staff
  • Engage Sun Ray staff to discuss about career aspirations, performance management and subsequent postings.
  • Intervene and formulate improvement measures for relevant Sun Ray staff, e.g. through a coach for performance improvement and career development.
  • Handle Sun Ray staff grievances and discipline
  • Coordinate outplacement and exit management

Branding, Marketing and SSA engagement

  • Actively identify new SSAs to engage and to understand their hiring needs
  • Partner SMOD in branding and marketing outreach programme
  • Partner CCD and identify Sun Ray to develop media stories to attract talents
  • Partner SSI to develop case studies for Sun Ray branding

Leadership Development

  • Administer 360 leadership feedback survey
  • Analyse and identify training needs for every job level
  • Review and implement Sun Ray learning roadmap
  • Review and maintain mentorship system
  • Review and maintain buddy system
  • Review and maintain executive coaching programme

The incumbent is also required to ensure:

  • Effective execution of any other SSLU duties, as assigned. Examples include sharing of other leadership schemes to our social service agencies, organisation of SSLU and Sun Ray events etc.

  • Excellent inter-personal and communication skills; able to work with all levels of staff and stakeholders
  • Good at multi-tasking
  • Resourceful and independent

Skills and Knowledge:

  • Stakeholder engagement skills
  • Knowledge and experience in talent management and careers planning will be an advantage
  • Project management skills will be an advantage


  • Bachelor Degree in Business Studies, Human Resources or a related discipline
  • Ideally with 7 to 10 years of HR experience in talent attraction/talent engagement/ talent development
