Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we play a pivotal role in partnering government ministries and agencies to develop people for a first class public service.

CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.

Through our programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.


  • Engage with senior leaders in strategic conversations relating to leadership and leadership development within the Public Service
  • Consult with and provide expert advice to support public service agencies in the diagnosis, sense-making, designing and implementation of effective leadership development strategies as well as interventions
  • Be plugged in to the changing needs and priorities of the Public Service, and provide thoughtful perspectives and insights to facilitate internal sense-making and development of integrated leadership development solutions and interventions
  • Lead and/or facilitate the development of CSC’s strategies, point of views and capabilities relating to specific LD practice area(s) (e.g., talent assessment, leadership development, executive coaching, applied research), taking into account both current and emerging LD needs in the Public Service
  • Provide leadership, coaching, feedback and guidance to develop junior consultants in delivering consulting services (e.g., digital/blended learning and curriculum design, facilitation of leadership development programmes, executive coaching, assessments and diagnostics)
  • Foster effective partnerships and social networks with thought leaders and practitioners within and external to the Public Service, and be attuned to emerging trends and innovations in the field of leadership development


  • Between 8 - 10 years of relevant consulting experience in leadership development and organisation development related work functions with mid to large organisations. In addition, any relevant experience in talent assessment/management work will be a huge plus point
  • Able to work independently and effectively engage and influence stakeholders and leaders at all levels of management
  • Able to lead diverse teams and manage projects involving complex and cross-cutting issues
  • Possess strong analytical and communication skills
  • Able to foster collaborative networks and strong partnerships within CSC and with external partners
  • Demonstrate a strong interest and willingness to coach, mentor and develop capabilities in individuals and teams
  • Demonstrate integrity and drive for excellence in work
