The Maritime and Port Authority of Singapore (MPA) was established on 2 February 1996, with the mission to develop Singapore as a premier global hub port and international maritime centre (IMC), and to advance and safeguard Singapore's strategic maritime interests.

MPA is the driving force behind Singapore's port and maritime development, taking on the roles of Port Authority, Port Regulator, Port Planner, IMC Champion, and National Maritime Representative.

MPA partners the industry and other agencies to enhance safety, security and environmental protection in our port waters, facilitate port operations and growth, expand the cluster of maritime ancillary services, and promote maritime R&D and manpower development.

Reporting to the Port Systems Operations and Support Department of MPA’s Operations Technology Division, you will be part of the team that plans & designs new systems and the related system engineering works, implement projects and manage maintenance of the various electronics and communications systems to support the marine port operations.  

Your key responsibilities include the following:

  • Lead and drive the implementation of major port system projects. This includes requirements analysis, initial system conceptualisation, conducting feasibility studies, system planning, design and testing before the systems are commissioned.
  • Carry out project management works for new and existing port systems, including project & budget planning, sourcing and evaluation of vendors, contract management to site surveys and site installations.
  • Ensure that all mission-critical port systems are maintained in good working condition and is operationally effective to support port operations. These critical port systems include the Vessel Traffic Information System (VTIS), Automatic Identification System (AIS), Maritime Communication System (MCS), Global Maritime Safety & Distress System (GMDSS), CCTV Surveillance System (CCTV) and other systems installed at the Port Operation Control Centres (POCCs).  
  • Monitor updates on system requirements set out by the International Maritime Organisation so as to ensure that these systems are in compliance with the regulations.
  • Conduct regular inspection on new installations and maintenance of current port systems to ensure that works are being executed in strict compliance with specifications, regulations in order to achieve the required standards.
  • Conduct technology scan and be on constant look-out for new technology applications that can be adopted by the agency.

You should possess some experience in managing Electrical/ Electronic Engineering-related systems. Candidates who have prior knowledge in marine electronics and communications systems such as radar system and radio systems would have added advantage. You should possess sound knowledge in system engineering and project management skills. You should also have excellent verbal and written communication skills and possess strong interpersonal skills and demonstrated ability to lead and manage stakeholders.
