The Smart Nation and Digital Government Office (SNDGO), under the Prime Minister’s Office (PMO) plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together.

SNDGO is seeking a candidate for a supervisory position within the Citizen & Business Projects team, who is passionate about creating impact with technology. The candidate will lead a team of officers and work with other Government agencies to conceptualise and drive the digitalisation of corporate and individual practices, so as to achieve Singapore’s Smart Nation ambitions and realise tangible outcomes for citizens and businesses. The candidate will be required to lead the development of diverse projects focusing on digitalisation.

Specifically, the candidate’s team will work on the development and deployment of the National Digital Identity (NDI) system across the government and nation. The NDI is a nation-wide digital identity based on Public Key Infrastructure, which will allow for individuals to authentical themselves across government and commercial digital services and new business models based on digital signatures and digital vaults. Other areas which the candidate’s team will conceptualise and drive include the development of a national API marketplace, the deployment of CorpPass as a corporate identity system, and cross-border initiatives designed to ease digital transactions of individuals and businesses.

The candidate will work at the cross-section between technical execution, business strategy and public policy, working horizontally with a wide range of government and private sector organisations to execute and deploy the project. The candidate will contribute to planning and project management, working through legal regulations and policy barriers, developing resourcing frameworks for digital identity system deployments, negotiating cross-agency dependencies and designing narratives which reach out to citizens and businesses.

The candidate is not required to develop software or hardware, but will work closely with the development teams in GovTech and other organisations to ensure deployment and adoption of digital identity systems. An understanding of the technology used in digital identity, cybersecurity and data sharing systems will be a strong advantage.

This role reports to a Deputy Director.

[Job Responsibilities]

Specific job responsibilities could include:

  • Help to plan and execute Singapore’s strategy roadmap to establish the value proposition of digital identity and B2B digitalisation to citizens and businesses, and encourage adoption among citizens and businesses.
  • Develop and execute strategies for cross-border collaboration.
  • Define and own requirements, milestones, metrics and key performance indicators for adoption and usage.
  • Build subject matter expertise and stay up to date on technological developments in digital identity.
  • Coordinate between different government agencies to ensure smooth execution of projects and tasks.
  • Drive internal and external process improvements across multiple organisations to deliver user-centric services.

[Job Requirements]

[Work Experience]

An ideal candidate should possess the following:

  • At least 5 years of work experience. Experience in the digital identity and/or B2B digitalisation would be preferred.
  • Background in Computer Science, Computer Engineering or related fields
  • Project/program management experience, including engagement of stakeholders

  • Be able to learn quickly, as the scope of work is expected to be fairly dynamic
  • Excellent interpersonal skills, including relationship building and collaboration within a diverse, cross-functional team
