The Mission of Ministry of Transport is to develop Singapore's land, sea and air transport sectors so as to enhance our economic competitiveness and quality of life in a knowledge-based economy. MOT oversees the development and regulation of the following sectors:

• Civil Aviation and Air Transport
• Maritime and Ports
• Land Transport

Besides providing an efficient and cost-effective transportation in Singapore, it also strives to make Singapore an international civil aviation and maritime centre for the region.

The ministry sets the strategic and policy direction while operations and regulatory works are carried out by the statutory boards under its charge. There are four statutory boards which are established by Acts of Parliament: the Civil Aviation Authority of Singapore (CAAS), the Land Transport Authority (LTA), the Maritime and Port Authority of Singapore (MPA) and the Public Transport Council (PTC). The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB).

Responsibilities

The Futures and Transformation Division at MOT is responsible for developing strategies to prepare the MOT Family for future challenges and new opportunities. This includes shaping the future of Singapore’s transport landscape through incubating, formulating and driving policies for emerging transport initiatives such as Autonomous Vehicles (AVs) and Unmanned Aircraft Systems (UAS), and driving complex change initiatives to meet changing societal dynamics, digital technologies and stakeholder needs and expectations.
 
As part of the team, you are expected to:
  • Conduct environment scans and in-depth research on trends and developments that may impact on the future of transport, including participating in inter-agency futures and foresight efforts;
  • Develop future mobility concepts, including through conducting proof-of-concept trials to test out new mobility concepts, and support the work of inter-agency committees set up to drive strategies and policies;
  • Work closely with our statutory boards as well as other Government agencies on workstreams spanning diverse topics such as transport policy, city planning, engineering, finance and law to streamline processes and/or establish new operating models to enable MOT to better achieve policy outcomes; and
  • Engage international and local thought leaders from both the private and public sectors, as well as help spur industry development efforts.

Requirements

You should be a Singapore citizen, preferably with prior work experience in the fields of public policy, research, futures, consulting, or public sector experience in a strategy or policy analysis role or in the transport or infrastructure sector.
 
You should also possess strong project management skills, critical thinking skills, intellectual curiosity and a sense of imagination and creativity, excellent writing, verbal communication and interpersonal skills. You should be confident of handling open-ended, qualitative and quantitative research on long-term issues and articulating their impact on the future of transport for Singapore.
