The Urban Redevelopment Authority (URA) is Singapore's national land use planning authority. URA prepares long term strategic plans, as well as detailed local area plans, for physical development, and then co-ordinates and guides efforts to bring these plans to reality. Prudent land use planning has enabled Singapore to enjoy strong economic growth and social cohesion, and ensures that sufficient land is safeguarded to support continued economic progress and future development.

You will evaluate and manage a variety of development applications submitted to URA under your charge using BIM technology. As a member of a dynamic team, you have the unique opportunity and privilege to partner fellow building industry professionals (eg architects, planners, engineers, surveyors, consultants), developers, property owners, businesses and government agencies to help shape a better built environment for Singapore. 

As a Development Control Planner, you have an important role to analyse, evaluate and recommend development proposals for a decision in a timely manner, taking into considerations planning policies, guidelines, context of the surrounding areas, site conditions and other agencies’ inputs. To do well in the job, you are expected to be familiar with the planning area you are assigned to, be comfortable with dealing with people, have eyes for details, have good time management and be helpful to deliver good public service.  You may be assigned to do policy reviews or planning studies.



  • A degree or postgraduate diploma in urban and regional planning, architecture, civil engineering, transport planning, environmental studies, building, real estate or geography. Candidates without a degree should possess at least 5 years of experience in urban planning
  • Strong interest in physical urban development of Singapore
  • Knowledge of BIM system will be an advantage
  • Good interpersonal and communication skills
  • Good writing and presentation skills
