The Smart Nation and Digital Government Office (SNDGO), under the Prime Minister’s Office (PMO) plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together.

Reporting to the Deputy Director, you will be part of the Smart Nation Tech Office at SNDGO which focuses on formulating and executing plans to partner key industry and R&D players to build up the digital capabilities within the Singapore Public Service and complement in-house engineering capabilities.

Research and Technology Collaborations’ primary responsibilities are to formulate and execute plans to partner key industry and R&D players to build up the digital capabilities within the Singapore Public Service and complement in-house engineering capabilities. The team is expected to work closely with and coordinate across SNDGO directorates, GovTech capability centres, other Centres of Excellence and public agencies to do so.

A strong performer in this role is able to identify, shape and prioritise the future capabilities that Government will need in the ICT and Smart Systems domain; develop policies and recommendations that will strengthen Government’s capabilities in these areas through strategic partnerships with key industry players and research partners, and demonstrate success over the medium term.

Additionally, you will also be involved in the planning and execution of SNDGO’s industry engagement meetings and visits for senior management and political office holders, as well as the implementation and management of our R&D funding initiatives such as the Translational R&D (TRANS) Grant. Experience in managing grants and grantees is valued, but not mandatory as mentoring will be available. 

This is a strategic area of work that SNDGO is embarking on, and you will have the opportunity to shape the direction of Government to better partner industry and research institutions to build longer term digital capabilities for Singapore. Apart from your immediate team, you are part of a larger network of agencies which includes Centre of Government Agencies like MOF, S&TPPO, GovTech, other engineering Centres of Excellence/Agencies like DSTA, CSA, SLA, NRF, HDB, LTA, IRAS, CPFB and policy/implementation units in MCI, EDB, NRF and IMDA to  support both the objectives of SNDGO as well as the wider public service for Singapore.

In addition, an ideal candidate should possess the following:

  • At least 5 years of working experience in conceptualising, developing and implementing either R&D and/or business and partnership strategies, with some understanding on:
    • R&D Planning, Roadmapping, Foresighting - to facilitate both management discussions as well as future funding support
    • R&D project formulation, assessment, potential for cross-domain, cross-agency implementation
    • R&D project evaluation, reviews, monitoring and tracking
  • Familiarity with emerging technology areas and capabilities of key industry and R&D players.
    • WHY? - This role will require you to be familiar with technology at the savvy user/technology translator as you will need to speak with highly technical experts (e.g. engineers) as well as business leaders. We don’t need you to be an engineer, but we need you to be able to talk credibly to one.
    • As you will need to reach out to industry and R&D as part of your key deliverables, you will need to have some market familiarity and desire to build this up over time.
  • Experience building partnerships with industry players and involvement in R&D strategy planning will be advantageous.
    • Planning and execution of stakeholder engagement activities, like workshops, seminars and focus group discussions, in order to facilitate conversations and create a valued proposition.
  • Strong communication and interpersonal skills to engage a wide spectrum of external and internal stakeholders; including multi-agency and inter-departmental teams
  • Strong organizational and coordination skills, along with multi-tasking capabilities, to get things done in a fast-paced environment, and orchestrate collaborations with stakeholders
  • Excellent written communication and presentation skills
  • Resourceful and proactive, able to work around ambiguity
