Traffic Police (TP) plays a critical role in keeping Singapore roads safe for all road users through education, engagement and enforcement. 

The Testing and Licensing Branch (TLB) sets the training standards for the Driving Centres and all private driving instructors. It is also responsible for the administration of theory and practical tests for learner drivers and riders. The branch also takes charge of the issuance, renewal and conversion of driving and riding licences, as well as the administration of the Driver Improvement Point System.  

As a Deputy Head Testing and Licensing in TLB, you play an important role in ensuring effective and efficient administration of the testing and licensing regimes, and you will assist Head Testing & Licensing to oversee the operations of the Testing & Licensing Branch (including the driving test centres), so as to achieve the mission and vision of TP. 


We are looking for a pro-active and dynamic individual to be part of TLB. You will be required to supervise the Testing & Licensing Branch staff under your charge. This includes ensuring that your staff deliver quality service to the public with professionalism, as well as planning effective deployment of manpower resources for the branch so as to provide efficient and timely services to members of public. 

You will also be tasked to oversee the administration of the testing and licensing regimes at TP and the test centres, making sure that they adhere to the relevant SOPs and legislations. You will also ensure that all licensed driving schools and licensed driving instructors comply with the relevant legislations under the Road Traffic Act, so that national standards for theory and practical driving training and testing are met.  

You will be expected to review policies relating to testing and licensing regimes, and ensure their proper implementation as aligned to the relevant SOPs and legislations. Also, you will be required to analyze statistics and identify trends relating to testing, licensing and other relevant issues in order to propose and implement effective initiatives and measures to address them. 


  • Possess strong analytical and communication (written and presentation) skills; 

  • Meticulous and independent worker who is able to carry out responsibilities with minimum supervision; 

  • Possess effective interpersonal and communication skills; 

  • Good organizational skills, and be able to multi-task and priorities work appropriately; 

  • Basic understanding of IT systems security and management; and 

  • Possess good leadership and supervisory skills.
