The Human Capital (HC) Division in Enterprise Singapore contributes to the growth of Singapore enterprises through the development of talent, leadership and manpower strategies and capabilities.  You will get a chance to work on macro national issues one day and zoom in on practical implementation issues of companies and stakeholders the next.  Join us and be MAD! At the HC Capability Department (HCCD), we focus on both local workforce and enterprise HC capability development. You will provide support in the area of local workforce capability, including but not limited to the following: 

  • Engaging and influencing Trade Associations and Chambers (TACs) to play a proactive role in supporting jobs and skills related programmes
  • Working on jobs and skills related programmes, such as the SGUnited Jobs HR Project Manager (HRPM) programme which aims to facilitate intra- and inter-sector B2B jobs matching
    • Providing advisory to and co-creating solutions with Workforce Singapore and Singapore Business Federation, in overcoming operational challenges and ensuring smooth delivery of the programme
    • Monitoring the HRPM programme progress and analysing relevant data, deriving actionable insights to improve processes and deliver positive outcomes
  • Partnering TACs in designing and implementing new programmes for job creation and placement
  • Addressing queries and offer guidance to TACs and ESG officers on jobs and skills related programmes

You will develop a broad perspective and gain deep insights on global human capital trends, national manpower and education policies, and talent and leadership opportunities and challenges faced by companies. You will acquire skills in policy development, programme design and management, problem solving and stakeholder engagement.  We love to have data substantiate our proposals so there is a need in every department to run data analysis and data storytelling.

Skills required:

  • Passionate about helping local companies and jobseekers
  • Excellent stakeholder management skills
  • At least 7-8 years work experience
  • Prior HR experience in Human Resource functions, particularly talent attraction, will be advantageous
