Vital Shared Services is a department under the Ministry of Finance (MOF) and is the fruition of the public sector’s efforts to aggregate common services within the public sector to leverage economies of scale, improve efficiency and effectiveness. We bring together selected human resource and finance processing activities of government agencies. Such functions include paying salaries and benefits, processing staff claims, making payments to suppliers, etc. By pooling together such functions, Vital Shared Services aims to bring costs down and achieve greater efficiency through economies of scale, standardization and streamlining of procedures. Government agencies served by the Vital Shared Services will enjoy lower costs over time.

The candidate will work with IT and the system vendor to manage and resolve issues related to the VITAL’s case management system for internal VITAL staff and VITAL’s external service partners.

The candidate will:

  • Work closely with stakeholders to understand, troubleshoot and resolve system errors and issues
  • Staff submissions for system owner’s approval of deployment of system fixes
  • Track and ensure that all issues are closed in a timely manner
  • Maintain and update the master records and configurations in the case management system
  • Create, update and deactivate user accounts in a timely manner
  • Co-ordinate and perform monthly verification of access rights
  • Extract reports and data from the case management system upon request from stakeholders
  • Facilitate fortnightly meetings with IT and the vendor to discuss issues and drive resolution
  • Facilitate discussions on system enhancements to understand business requirements and follow up with the vendor to provide quotations and timeline
  • Prepare impact and cost-benefit analysis for enhancements for approval and monitor the implementation milestones
  • Perform User Acceptance Testing for system fixes and enhancements
  • Document and maintain SOPs related to the case management system
  • Identify and suggest opportunities for continuous improvements
  • Participate in activities related to upgrading or revamping of the case management system
  • Handle audit queries related to the case management system
  • Ensure documents in VITAL’s central registry system for storage and retrieval of records are properly maintained and updated


  • Possesses the minimum of a Polytechnic Diploma with at least 2 years working experience in support and administration for case management systems
  • Good communication and stakeholder management skills
  • Good organizational, problem solving and analytical skills
  • Effective team player who can work well independently
  • Show motivation to achieve stretch goals and persistence in resolving challenging situations
