Reporting to the Head (System Management, Wireless Comms), he/she will perform System reviews on MHA/HTX Wireless Communications Systems, covering various aspects of the review process, including: operation and support, system resilience, review programs preparation, as well as the provision of stakeholders with assessments and recommendations on obsolescence management and technical refresh approaches for the relevant systems.


Job Scope / Key Deliverables

The principal accountabilities of the job holder are to:

  1. Recommend, evaluate and procure ICT system to meet MHA/HTX’s operational needs.
  2. Serve as a high-level technical resource on large scale system/network/security issues.
  3. Manage projects that have transits to warranty / maintenance phase. Work with the vendors, users and relevant parties to ensure systems in warranty or maintenance phase are functioning and performing to specifications. In event of system failure or non-performance to specification, the candidate shall work with the vendors to recover or reinstate the system to its operational states or functionalities in the shortest possible time.
  4. Establish and induct best practices in maintenance and support.
  5. Manage in-service systems to ensure each system’s availability is met to support the User operations.
  6. Ensure systems are performing in accordance with their system requirements and specifications. Conduct performance review on systems on a regular basis.
  7. Together with Operation & Support (O&S) vendors and OEMs, to conduct system faults and defect investigations and manage the rectification process to reinstate the system to its operational condition.
  8. Manage system modifications and upgrades through project implementation. Work closely with Users to justify for system modifications / upgrades and assist to seek the necessary approvals from higher management.
  9. Conduct review on regular maintenance and enhancement to optimise System performance uptime.
  10. Collaborate with Support teams to identify and troubleshoot environment issues including Files Servers, Application Server, Hypervisors, Domain Controller, Active Directory, GPO, etc.
  11. To support and carry out relevant tasks to ensure operational systems are in compliance with latest ICT related policies. (E.g. Security Audits, Security policy compliance matters etc.);
  12. Manage the budget, schedule and scope of the system modifications and upgrade projects as stipulated in the contract.
  13. Review and initiate plans to maintain and sustain the functions and capabilities of the systems throughout their life cycle.
  14. Recommend obsolescence management, system refresh, and mid-life upgrade approaches.
  15. Work with System Owners and lead the Operations and Support (O&S) teams to ensure that the O&S teams and contracted vendors have sufficient capability to manage the systems under their care in order to support MHA/HTX’s operational needs.


Job Requirements

Candidates should possess:

  1. Tertiary qualification in Electronics/ Electrical Engineering, Computer Studies, or related disciplines such as ICT Technology/Telecommunications.
  2. Minimum of 5 years of working experience dealing with both Windows and Linux Platforms
  3. Good experience on large scale infrastructure private and public cloud design, build, operate and migration projects.
  4. Knowledge of Files Servers, Application Server, Hypervisors, Domain Controller, Active Directory, GPO, etc.
  5. Good understanding of cybersecurity knowledge and IT/Compliance Audit.
  6. Hands on experience in IT/Compliance Audit.
  7. Proactive and able to work independently with little supervision.
  8. Possesses creative problem-solving skills.
  9. Good Systems Engineering knowledge and understanding of the concept of System life cycle
  10. Prior experience in maintaining 24/7 operational systems with tight response and turn-around time.
  11. Experience in applying Predictive Maintenance concept and approaches in system maintenance.
  12. Prior experience in managing and coordinating multiple vendors.


All new appointees will be appointed on a two-year contract in the first instance.
