The Smart Nation and Digital Government Office (SNDGO), under the Prime Minister’s Office (PMO) plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together.

The Human Capital and Development Directorate supports SNDGO in delivering on the Smart Nation outcomes and the Government Infocomms & Technology and Smart Systems (ICT&SS) sector through:

  • HR Policy: Developing an attractive ICT&SS career proposition through bold and innovative HR strategies and policies to enable the Government to attract and retain a fair share of digital tech talent;

  • Talent & Leadership Management: Ensuring a strong leadership bench strength for the ICT&SS sector through effective and collective talent management and succession planning; and

  • Internal Human Capital: Recruiting, developing and retaining good quality SNDGO officers through agile and leading HR practices.

You will be part of the whole of nation movement to drive the Smart Nation endeavour and define the future of Singapore. You will enjoy a fulfilling career and gain meaningful experiences in the following areas of work:

  1. Formulate and execute digital tech talent attraction, development and management strategies to build and strengthen ICT capabilities within Government, through collaboration with agencies such as GovTech, Cyber Security Agency and InfoComm and Media Development Authority.

  2. Embark on research and engage key stakeholders in the industry to ensure that our talent policies remain relevant and competitive in the fast-evolving ICT&SS landscape.

As a Senior Manager/Manager in the Human Capital and Development Directorate, you will perform one or more of the following roles under guidance from your Deputy Director or Assistant Director of the HR Policy team:

  1. Independently develop HR policies to better attract, develop and deploy digital tech talent in order to achieve Smart Nation objectives

  2. Be an expert in and provide deep technical or specialist advice to the Deputy Director and Director in one or more of the following HR domains: 

    1. Talent Attraction and Recruitment

    2. Compensation and Benefits 

    3. Performance Management

    4. Career Development

    5. Leadership Development

    6. HR Analytics

    7. Domains are not exclusive, and candidates may wish to raise any HR domains which they may have a particular specialization in

  3. Drive the implementation of talent and leadership attraction, development and deployment initiatives.

Requirements

We are in search of motivated individuals who share the following traits and experience:

  • Value integrity, collaborative teamwork and take pride in going the extra mile to provide excellent service

  • Strong passion in shaping Singapore into a Smart Nation

  • At least 2 years of experience in policy formulation and reviews

  • Experience in conceptualising and implementing talent development strategies or digital-related fields as such analytics/machine learning, network communications (this is advantageous but not a requirement)

  • Strong communication and interpersonal skills to engage a wide spectrum of external and internal stakeholders; including multi-agency and inter-departmental teams

  • Excellent written communication skills 

  • Resourceful and proactive 

  • Analytical and creative, with an eye for detail
