We would like to invite interested applicants to apply for this position in the Programme
Evaluation Team at the Ministry of National Development (MND). You will be part of a
dynamic, multi-disciplinary team that develops and implements programme evaluation
efforts in the Ministry.


Responsibilities

  • Develop programme evaluation frameworks, guidelines and materials to (i) improve
    policy formulation, programme design and implementation, governance, as well as (ii)
    inform policy and practice and support funding decisions. These include developing
    logic models, theories of change, evaluation designs, data collection methods, and
    conducting data analysis.

 

  • Engage policy/programme owners to identify needs for programme evaluation, and
    work with them to conduct pre-, during, and post-implementation evaluations
    according to the frameworks.

 

  • Report/Present evaluation findings to senior management and provide
    recommendations for improvements as necessary.

 

  • Promote and build up programme evaluation capabilities in the Ministry, such as by
    conducting training and sharing best practices.

 

Competencies Required:

  •  Qualifications in Accounting, Economics, Statistics, Data Science or other relevant
    qualifications, or relevant work experience in these areas.

 

  • Experience in policy or project conceptualisation/implementation/review

 

  •  Strong critical and analytical thinking skills.

 

  • Strong project management skills and well-versed in process design and internal
    stakeholder management.

 

  • Good understanding of a range of qualitative and/or quantitative research/evaluation
    methods. Familiarity with one or more tools for the following: cost efficiency (e.g.
    Cost-Effectiveness Analysis, Cost-Benefit Analysis); process evaluation (e.g. monitoring
    and reviewing interim results and incurred costs, benchmarking); and programme
    outcome/impact evaluation (e.g. econometric analysis) will be an advantage.

 

  • Good communication (verbal and written) and presentation skills, and
    Ability to facilitate conversations effectively.

 

  • Good team player and also an independent worker.

 

  • Candidates with 3 or more years of experience in leading a team will be considered
    for the team lead role.
