Responsibilities:

Reporting to the Team Lead, main responsibility is to develop and drive the ActiveSG programme evaluation strategy and framework and using the insights and learnings gained to curate innovative ActiveSG programmes that deepen engagement with current members, re-engage inactive members effective and reach out to new members.

You will be required to perform the following tasks:

  • Develop programme evaluation frameworks, guidelines and materials including developing logic models, theories of change, evaluation designs, data collection methods, and conducting data analysis
  • Work with Divisions and Sport Centre Operations to identify needs of programme evaluation and work with them to conduct pre-, during, and post-implementation evaluations according to framework
  • Work with internal & external partners for data collection and analysis of sustainable evaluation methodologies
  • Work with Division & Operations to develop an integrated dashboard for monitoring of ActiveSG programme performance
  • Analyse and propose appropriate follow-up actions including but not limited to review & changes recommendations to programmes
  • Promote and build up programme evaluation capabilities in ActiveSG, such as by conducting training and sharing best practices

Requirements:

  • Candidate must possess relevant qualification in accounting, economics, statistics, data science etc
  • Min. 5 years of relevant working experience in policy/project conceptualisation/implementation review
  • Demonstrated strong project management skills and well-versed in process design & internal stakeholder management
  • Familiar with one or more tools for measuring cost efficiency, process evaluation and programme outcome/impact evaluation
  • Self-starter & able to work independently
  • Strong communication skills - articulate speaker and proficient writer
  • Responsive to dynamic changes and takes initiative
  • Attention to detail yet able to see the bigger picture
  • Ability to multi-task and work in fast-paced environment
  • Creative and innovative in problem solving

The level of offer will commensurate with applicants’ experience and track records. Successful candidates will be offered a 2/3-year contract in the first instance.
