Job Description

Management of vacant State land and buildings

  • Head and oversee the Land Asset Management Division to ensure vacant State lands and buildings are effectively and efficiently managed and maintained
  • Supervise term contractors and managing agents, develop outsourcing programs, vendor management programs and reform procurement contracts
  • Direct and implement projects such as building restoration, demolition, foreshore and slope repair, land remediation
  • Establish a comprehensive regime to regulate and enforce against encroachments and the unlawful use of State properties
  • Develop and review work systems, processes and policies, and to encourage and incorporate the use of new technology where feasible to increase efficiency in management of vacant State lands and buildings

Project development

  • Provide strategic leadership; and technical, operational and financial leadership for successful implementation of projects
  • Review, prioritise and plan pipeline projects including budget development and monitoring
  • Provide oversight on project management, contract administration, budget monitoring, timeline tracking, execution of project plans and project performance
  • Report to senior management on project implementation status and budgetary matters


  • Background in fields relevant to Architecture, Engineering, Quantity Surveying, Building, Construction, Facilities Management
  • At least 20 years of experience in planning, evaluating, managing and implementing mixed development and/or integrated projects
  • Familiarity of development planning, design, procurement, construction and maintenance process
  • Good understanding in principles of design, optimization of buildings and cost drivers
  • Strong communication and interpersonal skills to engage a wide spectrum of external and internal stakeholders, including multi-agency teams
  • Good strategic thinking and planning skills, as well as excellent managerial and financial management skills
  • Excellent written communication and presentation skills
