HROD @ NYC aims to be trusted and professional strategic partners to other NYC divisions, and make NYC the “employer of choice” for people who share the passion for developing youth.

We are recruiting for a Senior Manager / Manager to join the Learning & Organisational Development (L&OD) team.

With your Learning & Development (L&D) expertise and experience, you will help in driving the organisation’s learning and development efforts, in developing and implementing NYC’s competency framework, learning roadmaps and staff training schemes, in alignment with Whole-of-Government L&D efforts. There will also be opportunities to incorporate elements of Strategic Workforce Planning (SWP) as you support internal stakeholders in their L&D change journey.

Additionally, you will be exposed to other HR disciplines, with opportunity to deepen specialisation in some areas of interest:

  • People Strategy: Internal HR policy development, Strategic workforce planning, HR analytics, HR digitalisation and more.
  • People Development: Talent acquisition, performance management, learning & development, succession planning and more.
  • Organisation Development: Employee engagement, culture building, change management, internal communications, employer branding and more.

In addition, you will be part of a team of HROD Business Partners to shape and champion HR & OD strategies, policies, programmes and activities to achieve NYC’s strategic goals and outcomes. You should share these values:

  • Relevant working experience of min. 2 years (for Manager) or 6 years (for Senior Manager), preferably in Organisational Development, Learning and Development, and/or Change Management, or its equivalent
  • Experience in Public Service Learning & Organisation Development will be advantageous
  • Proactive, resourceful, resilient, versatile, agile and high learning agility
  • Team-player who is also able to work well independently when needed
  • Possess macro perspective of issues and meticulous with details
  • Strong interpersonal skills to facilitate hard and honest conversations with internal stakeholders, while establishing connections with external stakeholders, to meet strategic organisation goals

[Culture Activist]: Ability to champion the shaping, transforming and sustaining of organisational culture in the design and execution of HR policies

[Strategic Planner]: Ability to develop and execute HR strategies based on sound judgement and in alignment to the organisation’s goals
