1) To help plan and manage the rejuvenation and maintenance of our HDB estates in order to ensure that all Singaporeans can continue to enjoy a high quality living environment.

Officers can look forward to gaining an appreciation of long term infrastructure planning in Singapore. Specifically, officers will assist in the formulation, review and implementation of policies in the following key areas:

  • The accessibility, availability and vibrancy of HDB’s commercial centres and spaces (e.g. HDB Town and Neighbourhood Centres).
  • Cost of living and quality of life in HDB estates through the provision of amenities, tender mechanisms, and inter-agency efforts.
  • Rejuvenation and redevelopment programmes and strategies for our estates nationwide.

2) To help build a productive, professional, and trusted real estate agency industry. Specifically, officers will oversee the work of the Council of Estate Agencies to:

  • Implement the Real Estate Industry Transformation Map to help the industry become more productive and remain competitive.
  • Regulate estate agents to ensure a high level of professionalism in the sectoR
  • Public education and outreach to ensure consumers are aware of their rights, and estate agents are aware of regulations

Officers are expected to keep abreast the dynamic international and local developments in the estate agency industry, and distil the implications for government policy. Officers can expect to deal with issues which straddle both national priorities and localised ground issues in the course of their day-to-day work. Officers can also look forward to on-the-job training opportunities related to policy making, public communications, speech writing and inter-agency coordination.



While it is not a requirement for officers to have a policy or planning background, interested applicants should be comfortable with technical details and be able to distil from them the wider implications for policy-making. It would be a plus for applicants to be comfortable with basic data analysis (e.g. using Microsoft Excel). As the job will involve working with stakeholders from many different agencies, good inter-personal skills are also required. Familiarity with regulatory work will be a plus, but is not strictly required.
