Job Qualifications:

  • Bachelor of Science or degree in Civil Engineering or construction related discipline
    Bachelor's degree in Sanitary and Environmental Management
    Registered Safety Officer
  • Has completed, within the last three (3) years, the Basic PCO Training Course from an EMB-recognized training organization/ institution.


    Any of the ff.:
    - Licensed Engineers/ Chemists with at least two (21 years relevant experience in environmental management, or
    - Professionals in the field of engineering or physical and natural sciences with at least three (3) years relevant experience in environmental management, or
    - Other professionals of appropriate discipline with at least five (5)years relevant experience in environmental management.

  • With at least 3 years of experience in local Construction/ Project Management Industry and ISO 14001-certified Company.

  • Has attended ISO 14001:2015 Awareness and Auditing Training, or equivalents.

  • Can demonstrate skills as Training Facilitator

Job description:

Evaluation and monitoring of safety plan 


·         Understand the LAIO safety management system & framework and stay updated on all relevant  regulations in the country of operations

·         Develop OH&S procedures for the project and create project safety plan aligned to the overall project management plan; Seek approval from Safety Manager on the same

·         Conduct daily inspections of the construction sites, workplace, work tasks and documents to monitor adherence to OH&S guidelines; Coordinate with different teams on the site for implementation and monitoring of safety guidelines; Create Inspection Report to record findings; Escalate issues to Safety Manager; Take action to address issues/incidents

·         Proactively identify and assess occupational health and safety risks associated with the project; Work with Safety Manager and Construction Manager to create an action plan to mitigate risks

·         Plan and attend monthly project meetings, safety meetings with various stakeholders; Provide inspection reports to the stakeholders in the meetings; Discuss findings and seek inputs on resolution of any identified OH&S issues

Communication & roll-out of the safety plan


·         Share regularly OH&S information, risks and procedures with project teams including the sub-contractor teams

·         Conduct safety awareness programs and induction session for new workers

·         Conduct training need analysis for construction workers; Seek guidance for supervisor to design training content and deliver training sessions for new joiners; Evaluate effectiveness of these programs

Stakeholder management


·         Establish good working relationships and credibility with client representatives; Understand their needs at different phases of the project and update OH&S procedures on the project accordingly

·         Establish strong working relationships with sub-contractors; Evaluate sub-contractors on a monthly basis for their OH&S performance and take suitable actions as required (eg. course correction, holding back safety incentives if need be, etc.)

·         Work with Safety Manager to respond to queries received from external stakeholders like the Labour Department or Auditors

Environment planning


·         Establish and lead the environmental philosophy and culture for the assigned project with support of Project Leader

·         Guide team to prepare the environment plan for the project as per contractual, statutory and LAIO guidelines and requirements; finalise the same with the Project Director

·         Develop and communicate the management system and framework (including forms, checklist, and similar) to the project team

·         Establish environmental training programmes


Monitoring project environment performance


·         Assess subcontractor and supplier environmental arrangements for compliance with contract and corporate requirements

·         Guide project team to conduct environmental risk assessments and to identify environmental controls for construction activities

·         Guide project team to prepare and submit project environmental document deliverables as per contractual and corporate requirements

·         Track instances of environmental non-compliance and guide team to take corrective measures; escalate critical issues to Project Director if required

·         Provide environment- related inputs to engineering procurements, and construction processes, etc. as required


Legal compliance


·         Identify the environmental licences and permits that are required for the project

·         Liaise with the construction team to complete documentation for licence application

·         Apply for the environmental licences and permits; address queries received from the government authorities and meet them on a need basis, to resolve any issues

·         Communicate all applicable environmental laws and regulations to project team; in case of any deviations,  assist project team to take timely remedial action and ensure correction

Document management, training and knowledge sharing


·         Guide own team and other project teams to maintain environment related documents in a systematic manner in the company and project database

·         Develop, communicate and report updates on environmental issues / guidelines and changes through media such as dashboards, e-mail, notice boards, etc.

·         Develop and deliver relevant training programmes to the construction and project team, as required

Environmental audit and environment inspections


·         Establish environment audit programs for the project; Coordinate with external bodies on audit approach and scope for accreditation

·         Guide team to conduct audits as per plan by inspecting and reviewing processes and documentation

·         Review audit findings, assess systemic weak areas and provide inputs on improvement measures;

·         Monitor the implementation of action items identified based on audit findings and track closure of non-compliances

·         Present audit report and action taken report to the project leadership team

·         Facilitate Level 2 and external audits of the project in accordance with corporate programmes
