Position Summary:

The Accounting & Budget Manager's responsibilities include:

  • Manage and track the budgeting and accounting for payroll and related processes
  • Responsible for preparing and maintaining budgets and budget reports for the Colleges payroll and fringe costs
  • Works closely with HR department in analyzing new positions and upgrades to current positions in determining funding sources and ensures propriety of accounting and budgeting entries
  • Develops predictive models of YTD budget to actual analysis and future years’ budgeting needs and informs the College Budgeting Process in terms of salary and fringe benefit budgeting needs
  • Produce and interpret financial reports; financial analysis; budget/forecast projecting
  • Develops and maintains historic salary trends by department
  • Ensures the proper matching of budget and actual transactions
  • Maintains ongoing tracking of soft money, temporary and other short term funded positions
  • Plan and coordinate daily operations in the compensation budget unit; plan and prepare work flow charts; establish time lines to assure timely reporting of compensation and fringe activities
  • Identify opportunities to streamline business processes to best leverage ERP systems and integration with other systems and web services
  • Preparation of audit work-papers, including schedules related to Federal and State awards for A-133 compliance testing
  • Assisting recipients of Federal, State and private grants with grant administration, budgeting, reporting and compliance; applying for grant reimbursement as required
  • Review and approve grant budget proposals for compliance, inconsistencies and ensuring that the proposed budget includes the appropriate indirect and fringe benefit costs, and is current, accurate and complete
  • Preparation of other grant reports for government agencies or external parties as required
  • General ledger accounting, including journal entry preparation, researching transactions, and reconciling activity
  • Preparation of audit schedules
  • Providing budget management training and support to College’s business units and departments
  • Performance of related duties as assigned

Minimum Qualifications:

 

  • Bachelor’s degree in Accounting, Finance, or related program required
  • Minimum of five years of related experience required
  • A CPA and/or MBA preferred
  • Knowledge of higher education budgeting, accounting and financial reporting standards preferred with an emphasis on state budgeting rules and regulations
  • Strong organizational and analytical skills
  • Ability to prioritize tasks, meet deadlines and work independently
  • Understanding of accounting principles and theories and the ability to apply those principles and theories to unique situations
  • Experience in writing simple queries. Two or more years of substantive functional experience with Banner (or another ERP system) is highly desirable
  • Strong communication and customer service
  • Excellent interpersonal skills
