Position Summary

Salary: $100,200 - $122,400 annually depending on experience.  MSU Benefits - Free comprehensive health care for you and your family as well as a 10% contribution toward your retirement; Generous sick, vacation, personal and holiday time; Eligible to work a partial remote schedule. Regular attendance is required to meet business and customer needs.

The Planner/Inspector/Analyst III will lead a complex and diverse group of stakeholders through the project delivery process which can include principal researchers, professors, facility managers and technicians. Their responsibility is to lead this group during all phases of the project. They will have constant communication on the impact on scope, schedule and budget with the project stakeholders and keep the communication in the forefront of the project so timely decisions can be made.  

The Planner/Inspector/Analyst must have the ability to plan, organize, execute, and follow up on (control) the processes, procedures, and best practices of the organization. A successful candidate will possess the management competencies necessary to successfully achieving the organization's strategic purpose/goals and to reduce project risks for the owner; the intellectual abilities that enable a Planner/Inspector/Analyst to be adaptive to processes, to listen to and communicate information with people on the project, and to propose and provide solutions. In addition to these basic competencies, a candidate should be able to think conceptually, analytically, and critically about problems and issues; traits that a candidate possesses or has learned that align, motivate, and inspire a team to act in harmony and achieve project objectives.

A successful candidate must demonstrate knowledge across multiple technical, project management and construction disciplines. The candidate must be innovative and communicate well in a team environment as well as campus stakeholders. The position may be on-call for emergencies on projects they are assigned outside of normal working hours. 

Job responsibilities are as follows:

  • 40%: Lead all aspects of a project delivery team to meet customer requirements.  Responsibilities include leader of the design team (MSU PDC staff or outside consultants), issuing of plans and specifications for competitive bidding or Construction Management buyout, review of bids, interview contractors and recommend contract award.  Direct design and construction team on site and building logistics phasing required to meet stakeholder needs. Develop a strategy for project delivery method working with the Design, Construction and Contract Administrators on projects of a complex nature. Oversee or manage directly the owner’s representative role throughout the construction phase and closeout including long term warranty enforcement and customer communication.  Coordinate the  inspection of construction projects by the skilled trade experts throughout the construction phase to ensure quality control and adherence to MSU Construction Standards.  
  • 40%: Communicate the progress of the project from project start to closeout to the customer and project team.  Communications include Project Information Sheet (A3), meeting minutes, quarterly report updates, Campus Infrastructure Planning Work Group (CIPWG) and Board of Trustees (BOT) submittal for major projects, and conformance to the communications plan per customer requirements along with campus stakeholders. 
  • 10%: Oversee or manage directly all aspects of the project management documentation requirements for MSU projects including Facility Asset Management Information System (FAMIS) and Unifier budgets, schedules and milestone dates, projects status reporting, lead the communication plan for the customer, and assure project compliance with Facility Asset Data Exchange (FADE).  Work closely with project administrator on contractor pay applications, change orders and budget adjustments.  Work with the Performance Manager to communicate lessons learned, post project evaluations and continuing improvement for the project delivery process.
  • 10%: Mentor and lead PIAs I and II.

Minimum Requirements

Knowledge equivalent to that normally acquired by completing a four-year college degree program in Engineering, Architecture, Construction Management, or other related field; five to eight years of related and progressively more responsible or expansive work experience in construction, supervision and management; or an equivalent combination of education and experience. Possession of a valid vehicle operator’s license will be required for this position. Must drive University vehicle to perform the duties of this classification and meet the Universities rigorous safe driving standards. 

Desired Qualifications

Eight to ten years of construction project management experience with a bachelor’s degree in the field of Engineering, Architecture or Building Construction Management with emphasis on Project Management which may include certification or advanced course work in a nationally recognized Project Management training program. This position includes the oversight of field operations and coordination of all trade activities in commercial or industrial construction projects of high complexity $5,000,000 or more; knowledge of all aspects of the design of commercial and industrial building systems with direct experience in their construction; ability to interpret project documents (prints, contracts, etc.) and applicable  fire, safety, building, mechanical, electrical, and health codes; knowledge of developing and executing design and construction contracts; proficiency in the use of estimating/scheduling software; knowledge and experience developing construction specifications and maintaining their compliance and adherences; cost and schedule maintenance experience; knowledge of University standard practices and procedures; OSHA 30-hour training; two-hour lead and asbestos awareness training.

The ability to problem solve within a collaborative team environment; ability to understand different perspectives while utilizing expert knowledge of the technical operations of the job.
