RHS Payroll Manager

Position Summary

The Payroll Manager oversees the centralized payroll functions within the Business and Financial Services office, ensuring accurate, timely payroll processing for a large and diverse workforce. This role supervises an APSA 11 Supervisor and provides functional oversight to a team consisting of Team Leads, Accounting Clerks, and an Accountant. The Payroll Manager ensures compliance with contractual agreements, university policies, and state/federal regulations while leading process improvements, system administration, and training initiatives across the division.

Residential and Hospitality Services is a large division which uses the UltraTime payroll software to record and manage payroll data. This position would be responsible for staying abreast of technology upgrades in the field, ensuring compliance and continuous process improvement.

Job Duties

  • Supervise one FTE who is an APSA 11 Supervisor overseeing 3 Team Leads (CT-10), 2 Accounting Clerk II’s, 1 Accountant 1 as part of the Business and Financial Services office overseeing coding and payroll time reporting for a centralized payroll service.
  • Oversight of payroll time entry and submission for the division hourly employee time (over 3,460 hourly employees) according to contractual agreements. Payroll must be accurate to ensure people are paid correctly. Late or inaccurate reporting of time could have a significant impact on our employees. In addition to hourly pay submission, all exception pay is submitted through this office.
  • May back up other supervisors on occasion to cover vacations or peak periods.
  • Guide and instruct team on educational sessions for the UltraTime time recording software by pay and attendance code, answer questions related software for scheduling and mobile applications and equalization. Training for our team and outreach to the Units we support throughout SLE.
  • Provide guidance and training to staff and departmental co-workers on payroll and business manual policies, processes, and procedures.
  • Develops and Implements training for Divisional staff on timekeeping software modules, including, but not limited to, payroll review and reconciliation, scheduler, overtime equalization.
  • May assist with EBS related fiscal officer training.
  • Systems review:  Monitors processes, identifies, and resolves errors with enhanced program loads, including UltraTime Scheduler, Overtime Equalization, Tip Declaration, mobile absence request and other business processes as needed.
  • Reviews and processes special payment authorization forms.
  • Completes the payroll interface reports to ensure personnel and timekeeping information are uploaded properly.
  • Customer invoicing, accounts receivable and payable, and reconciliation. Utilizing Kinetic and Campus Solutions as our billing systems and EBS for payables. Currently cross training on accounts payable and receivable.
  • Eviction process and oversight. Receive notifications from Controller’s Office regarding delinquent accounts and begin the legal process and steps leading to eviction of resident.
  • Provides support for timekeeping software and hardware for internal and external users.
  • Assists in the labor expense planning and budget process for Units.
  • May be assigned administrative accounts or others as needed. 
  • Prepare and process EBS actions related to expenses and revenue.
  • Other fiscal officer duties as assigned.
  • Acts as a subject matter expert to assist and resolve issues related to new or enhanced UltraTime modules. This role frequently acts as the liaison between TracyTime and SLE DSS.
  • Assists on the project team for the implementation of OOI reorganizations.
  • Interacts with other departments on campus such as SLE DSS and Controllers Office (Payroll, AP, AR) and HR.
  • Assists the Finance Director with review of payroll policies and processes.
  • Research and provide information related to employee time submission to assist with any grievance process.

All positions in RHS are designated as critical status. In the event of a university closure, modification, or suspension of operations due to snow or other emergency condition, persons in this position are expected to make all reasonable attempts to report to work as scheduled for the duration of the closure/suspension. If a person has an approved remote work agreement to work a portion of their normally scheduled work hours remotely, they may be called upon to work on-site to serve the MSU community.

Minimum Requirements

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business/Finance; five to eight years of related and progressively more responsible or expansive work experience in office procedures and administration; experience in a supervisory role; or an equivalent combination of education and experience.
