Position Summary
This position serves as the Human Resources Manager for the College of Education and provides comprehensive oversight of human resources operations for a large and complex academic unit. The Human Resources Manager oversees and administers HR processes, policies, and procedures; manages recruitment and hiring, of support and academic staff; coordinates professional development training; coordinates employee relations matters; and ensures consistent implementation of university and college human resources policies and practices.
The Human Resources Manager supervises four staff members who administer personnel processes across four academic departments and approximately ten U2 units and centers. The role oversees approximately 300 fixed-term faculty and academic staff reappointments and 300 graduate student appointments annually, as well as onboarding, orientation, payroll oversight, and compliance monitoring. These responsibilities are deadline-driven and compliance-intensive and directly support the continuity of the College’s teaching and research mission.
The position coordinates support staff grievances; partners with Employment and Labor Relations; interprets union and non-union contract language; and ensures equitable and consistent application of collective bargaining agreements and university policy. The Human Resources Manager serves as the primary liaison with Central Human Resources and works with Faculty and Academic Staff Affairs. They will work closely with the Chief of Staff on college staffing matters, the Associate Dean for Faculty and Academic Staff Affairs, and department and unit leaders on sensitive personnel matters and strategic initiatives.
The incumbent administers the administrative functions of the unit and serves on the College’s Finance and Operations leadership team. The position plays a pivotal role in implementing the College’s integrated/shared services model, ensuring thoughtful staffing transitions, operational alignment, and compliance with institutional policies and regulations. Other duties as assigned to carry out the mission of the College of Education and Michigan State University.
Minimum Requirements
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in a human resources area or related field; 3 to 5 years of related and progressively more responsible or expansive work experience in accounting, management, budget preparation and data base system analysis and maintenance; or an equivalent combination of education and experience.
Desired Qualifications
A Master’s degree in Human Resources, Management, Business, Communications, or a related field.
Demonstrated knowledge and experience in staffing, recruitment and selection, onboarding, professional development, performance management, and employee relations in an academic and unionized setting.
Experience interpreting and administering collective bargaining agreements and university human resources policies.
Demonstrated ability to foster a culture of inclusion and professionalism.
Strong analytical, organizational, and problem-solving skills.
Ability to exercise sound judgment and discretion when handling confidential and sensitive information.
Interpersonal skills that reflect courtesy, tactfulness, professionalism, and respect toward others.
Experience supporting organizational change initiatives, including shared or integrated service models.
