The Equal Opportunity Compliance Investigator / Deputy Title IX Coordinator will be responsible for conducting investigations associated with the University's obligations under equal opportunity and non-discrimination laws and regulations, with a focus on laws arising from the University's status as a recipient of federal financial assistance (i.e., Title IX of the Education Amendments of 1972, Title VI of the Civil Rights Act of 1964 and Section 504 of the Rehabilitation Act of 1973), and also including laws such as Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, the Violence Against Women Act Reauthorization of 2012 (VAWA), and the SaVE Act, and all related University policies (e.g., the Policy on Harassment and Non-Discrimination, and disability accommodation policies).

Reporting to the Equal Opportunity Compliance Coordinator, this position will collaborate with the General Counsel’s Office, Provost's Office, Human Resources, Student Affairs, Office of Diversity, Inclusion and Equity, Athletics, Lehigh University Police Department, and other offices across campus to execute investigations and engage in complaint resolution and report findings to appropriate offices for action. The position will also assist with education efforts, including bias education and response, and with monitoring and evaluating compliance with equal opportunity laws, regulations, guidelines, and policies to ensure that the University's programs and activities, employment practices and contracting arrangements give equal opportunity without regard to age, color, disability, gender identity or expression, genetic information, martial or familial status, national or ethnic origin, race, religion, sex, sexual orientation, or veteran status. The Equal Opportunity Compliance Investigator / Deputy Title IX Coordinator will also serve as a designee in the absence of the Equal Opportunity Compliance Coordinator/Title IX Coordinator. The Lehigh community takes seriously our commitment to antiracism and The Principles of our Equitable Community.

1. Civil Rights Investigator
*Conducts prompt, effective and impartial investigations of reports of behavior prohibited by the University’s equal opportunity policies by all constituents (faculty, staff, students, etc.)
*Works collaboratively with both internal and external co-investigators, decision-makers, appellate bodies, etc. while conducting investigations and resolving cases
*Identifies and interviews relevant parties, gathers and assesses information relevant to investigations, applies relevant policies and conduct thorough analysis of information
*Ensures a well-documented investigative process, including the publication of a comprehensive investigation report
*Provides timely updates to reporters, complainants, respondents and appropriate University officials regarding the status of investigations
*Assists with coordinating the final resolution of equal opportunity investigations
*Conducts formal and informal interventions designed to respond to and prevent behavior prohibited by the University’s equal opportunity policies

2. Equal Opportunity Education and Training
*Assists Equal Opportunity Compliance Coordinator/Title IX Coordinator in developing and providing training to individuals involved in the response and resolution of equal opportunity matters
*Designs and facilitates in-person and virtual programming and trainings for faculty, staff and/or students regarding equal opportunity topics
*Collaborates and coordinates with University and community partners to design, facilitate and conduct programming and other initiatives regarding equal opportunity topics
*Develops, trains and advises a peer education group focused on the education of students about equal opportunity topics, in collaboration, as appropriate, with other relevant offices and peer education groups
*Assists with the development and revising of promotional materials
*Represents the office at various campus events, including but not limited to first-year student orientation and staff development day
*Creates and maintains an online presence for the office, including but not limited to updating content for the Equal Opportunity Compliance Coordinator’s and related websites and posting relevant information on social media accounts

3. Deputy Title IX Coordinator
*Assists with overall equal opportunity compliance efforts, including serving as a designee in the absence of the Equal Opportunity Compliance Coordinator/Title IX Coordinator
*Provides backup support to the Equal Opportunity Compliance Coordinator/Title IX Coordinator for incident response, including coordinating supportive measures and providing information and support
*Assists with identifying and implementing best practices and developments in law and policy relating to equal opportunity investigations and prevention education
*Assists with assessment of trends and climate related to equal opportunity behaviors

4. Additional Responsibilities
*Maintains employee and student data integrity, privacy and confidentiality
*Assists with generating and updating reports and responding to internal and external legal inquiries
*Assists with other University investigations and processes
*Serves on various committees
*Completes special projects as assigned
*Performs other duties as assigned or required

Special Considerations

The duties of this position may allow the employee to work partially remote as deemed appropriate by the supervisor

Qualifications

Bachelor’s Degree in related field or equivalent combination of education and experience; Master’s Degree preferred

Three to five years related work experience

Excellent communication, interpersonal skills and a high level of customer service required

Ability to build, foster and maintain positive professional relationships 

Excellent organizational skills, time management and sound judgment 

Adept use of digital communication preferred 

Proven ability to manage multiple tasks simultaneously and a high degree of initiative for bringing tasks to completion

Solid writing ability, attention to detail and organizational skills

Solid analytical, decision making and problem-solving skills

Excellent computer skills with experience using word processing, spreadsheet, database and presentation software

Successful completion of standard background checks including but not limited to: social security verification, education verification, national criminal background checks, motor vehicle checks, PATCH, FBI fingerprinting, Child Abuse Clearance and credit history based upon the requirements of the position

All Lehigh faculty and staff are required to be fully vaccinated and receive a booster shot six months after their second vaccine; unless they receive an approved medical or religious exemption from the requirement.
