Tribal Relations Land Use Specialist (Administrator I)
Chico
| Under the general direction of the Director of Tribal Relations, the Tribal Relations Land Use Specialist provides campus-wide oversight of cultural resource compliance and Tribal engagement for ground-disturbing activities. The position serves as the institutional authority ensuring compliance with CSU policies, including NAGPRA, and applicable state and federal historic preservation laws.
The Specialist manages a program governing all University-owned, managed, affiliated, or sponsored lands, including the University Farm, Ecological Reserves, main campus, and off-site activities. Oversight includes instructional fieldwork, research, agriculture, facilities, restoration, infrastructure, and externally funded projects. The incumbent administers campus review and approval processes requiring Tribal consultation.
Consultation is coordinated through the Office of Tribal Relations prior to project initiation. The Specialist ensures consultation is timely, conducted in good faith, documented, and aligned with CSU standards for engagement with federally and non-federally recognized California Tribes.

The Specialist establishes procedures and controls; oversees cultural monitoring; coordinates with the Native American Heritage Commission; and reviews historic registers. This role ensures Tribal recommendations inform outcomes and that no activity proceeds at culturally significant sites.
Provides leadership to campus units with authority to delay, condition, or deny activities pending consultation. Ensures compliance, protects cultural resources, and mitigates risk.
