Responsibilities

Under the general direction of the Director of Energy and Sustainability within Facilities Planning, the Decarbonization and Energy Program Manager is responsible for the oversight, planning, implementation and monitoring of all energy use and management of purchased utilities for California State University, Northridge. The incumbent oversees, develops, and manages an annual utility budget of over $10 million and implements programs in alignment with CSUN’s sustainability plan, climate action plan as well as the CSU system-wide goals for decarbonization and sustainability.

  • Collaborates with various campus constituents including Sustainability Staff, Campus Planners, Architects, Project Managers, Energy Controls Specialists, Central Plant Operators, Physical Plant Management staff, etc. on the implementation of new projects and programs to ensure the campus is moving towards its various sustainability and climate goals.
  • Ensures all utilities are being tracked and monitored effectively through the Energy Information System (EIS) and utilizes the EIS to produce the utility budget, annual reports on utility consumption, provide access to data and metrics through dashboards and datasets, track progress on decarbonization goals and projects, monitor the Fault Detection and Diagnostics system, etc.
  • Responsible for ensuring campus metering infrastructure remains operational and works with Physical Plant Management on repairs or replacements and actively identifies and models projects that require an investment, bring best value, savings and carbon reduction to the institution, while meeting the overall goals of the University.

Qualifications

  • Equivalent to graduation from an accredited four-year college or university with a Bachelor's degree in engineering, energy, technology or job-related field. 
  • Equivalent to five years of progressively responsible professional/administrative experience, preferably in Energy Management; with two of the five years in a managerial role preferred. Progressively responsible related experience in energy management, sustainability, and energy performance tracking is desired.
  • Certified Energy Manager (CEM) certification from the Association of Energy Engineers – or ability to gain certificate within 1 year of employment.
  • Valid California Driver License

 

Knowledge, Skills, Abilities & Leadership

  • Working knowledge of Siemens Controls System, frontend, graphical interfaces, Powers Process Control Language (PPCL), etc. Working knowledge of California Building Electrical, Plumbing and Mechanical codes, Fire Protection codes, ADA standards and other applicable codes and standards required to achieve project objectives.
  • Experience in facilities management, preferably in a higher education or Institutional environment, with emphasis in Central Plant, HVAC, commissioning, controls, operation, and maintenance. In-depth knowledge of industry standards of procedure and utility systems characteristics when inspecting or surveying building infrastructure for the basis of project design development.
  • Advanced knowledge of one or more of the following areas: natural gas, carbon management, energy efficiency, water efficiency, decarbonization, microgrids, renewable energy, energy storage, metering and metering technology, etc. Advanced knowledge of heating, ventilating, air condition (HVAC), power, electrical services and variable frequency drive (VFD) systems.
  • Understanding of the Leadership in Energy and Environment Design (LEED) principles and familiarity with LEED Existing Buildings: Operations and Maintenance. LEED Accreditation
  • Lead diverse teams to support the operational mission and vision of employers by fostering an ethical, inclusive and collegial work environment.
  • Demonstrated ability to support ongoing improvement through courageous, resilient, and catalytic leadership.
  • Lead varying initiatives through a collaborative, service-oriented and communicative approach.

Pay, Benefits, & Work Schedule

  • Salary is commensurate with knowledge, skills, and experience. The University offers excellent fringe benefits.
  • The anticipated HIRING RANGE: $85,000 - $100,000, dependent upon qualifications and experience.
  • The position is currently hybrid (4 days in office, 1 days remote); however, this is subject to change based on student and/or operational needs.
