Anticipated Hiring Range
$11,139 Per Month ($133,668.00 Annually)

Under the general direction of the Associate Vice President (AVP) for Business Operations, the Director of the Office of Emergency Services is responsible for performing the full range of work related to the coordination of the Campus Emergency Management Plan and working collaboratively with campus partners for Clery Act compliance for the university. Additionally, the incumbent serves as the Clery Director (mandated per EO 1107) and the Campus Safety Survey Administrator who has extensive responsibility for SF State's compliance with Clery Act reporting requirements.

• Equivalent to a Bachelor's degree and five (5) years of emergency management.• Valid California Driver's License and possession of a satisfactory driving record.• Ability to perform all duties in a professional, competent, and courteous manner, exercising independentjudgment and sound decision making skills.• Ability to handle all duties with accuracy, timeliness, and trust.• Ability to plan, organize, multi-task, and prioritize work to meet deadlines.• Possession of strong oral and written communication skills.• Ability to collaborate with multiple entities to plan and accomplish objectives, and coordinate ongoing multiple, large and complex projects from conception to completion.• Knowledge of community policing programs, public safety procedures and emergency response planning.• Ability to lead, direct, supervise, motivate and inspire others; measure the performance of people, teams and organizations, and assess performance and progress.• Ability to interact effectively with members of the department and public in stressful situations.• Ability to communicate effectively with a diverse student, staff, faculty, and campus community is essential. • Must possess outstanding interpersonal skills and work well with others.• Must be technology sawy, and proficient with the Windows platform (word processing, spreadsheets, databases, etc.).
• Possession of an Emergency Management Certificate or prior supervisory experience of an emergency management program. • Thorough knowledge of the National Incident Management System (NIMS), Standardized Emergency Management System (SEMS), Incident Command System (ICS) guidelines, and general emergency preparedness practices. • Knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of, and ability to, apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. • Experience working in higher education. • Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them. • Ability to: take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved; to anticipate problems and address them proactively; train others on new skills and procedures and provide lead work direction; analyze data and make accurate projections using business mathematics and basic statistical techniques; make independent decisions and exercise sound judgment; compile, write, and present reports related to program or administrative specialty. • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with a broad administrative impact and implications. • Demonstrated ability to: effectively interpret, organize, and present information and ideas in written or presentation form; establish and maintain effective working relationships within and outside the work group and serve as a liaison for the organizational unit. • Demonstrated skill in verbal communication, including the ability to present information and respond to questions from employees, managers, customers, and the general public in both small and large group settings. • Experience with preparing and performing informational presentations. • Knowledge of: federal and state public safety reporting requirements including, but not limited to: Clery Act, Department of Justice (DOJ) Reporting Requirements and other applicable crime data reporting requirements. • Experience in contract administration, project management and public presentations. • Proficient in the use of computers including word processing, web publishing, PowerPoint and graphics editing. • Training and experience in crime analysis and preparation of Campus Annual Security Reports. • Ability to: understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions. Technical fluency with Microsoft Office Professional Suite, Oracle-PeopleSoft or equivalent enterprise management system; and Google mail and calendaring programs. • Experience with utilization of Records Management Systems (RMS). • Experience with Virtual Emergency Operations Center (VEOCI) software or WebEOC software.
