Work Schedule:

8:00 AM to 5:00 PM Monday through Friday

Rate of Pay:

This position is a grade 217 with a minimum of $88,800. Salary offer will be commensurate with the education/experience, in alignment with the College’s compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of considerable difficulty by providing overall leadership and oversight for the design and development of a total HRIS strategy. Work is distinguished in that this position has the authority to make critical business requirement implementation decisions that impact the Human Resources and Payroll systems and the CORE hierarchical data definitions for all other ECC analysts without oversight by another manager or analyst. The Senior Director of HRIS is authorized to perform all duties of the Director of Payroll while serving in the critical role as the backup Director of Payroll.  Direction is received by the assigned manager.

Required Knowledge, Skills & Abilities:

  • Bachelor's degree with a minimum 7 years experience in HRIS or relevant HRIS disciplines, with a minimum of 5 years software project management experience with both managing large and multiple technology projects, minimum of 5 years applications development experience or an equivalent combination of training and experience.
  • Considerable knowledge of HR and Payroll regulations and business processes
  • Comprehensive skill in planning, procuring, designing, developing, testing, implementing and monitoring information technology systems.
  • Considerable skill displaying organizational, management, and direct supervisory responsibility.
  • Considerable skill displaying initiative and the ability to partner with internal and external customers and stakeholders.
  • Considerable skill in exercising considerable judgment and discretion in dealing with matters of significance for the College.
  • Considerable skill to collect and analyze information and problem solve.
  • Considerable  skill  in advanced Excel and query/reporting.
  • Considerable interpersonal, verbal, presentation and written communications skills with the ability to communicate and interact with all levels of staff, faculty, administration and stakeholders in a diverse community.

Desired Knowledge, Skills & Abilities:

Human Resources Information Professional (HRIP) certification preferred

Essential Duties:

  • Overall leadership, vision and oversight for the design and development of the HRIS strategy at the College.  Initiate, prioritize, and oversee the strategic direction of critical business processing systems for the Human Resources and Payroll division of the College using current technologies and touching on all areas of HR systems functions. Identifies opportunities to improve HR processes with the use of technology while maintaining compliance with all policies and procedures, collective bargaining agreements and federal and state regulations.  Oversees the HR Process Improvement Team, a group of HR staff and management that meets regularly to improve the quality and efficiency of HR processes.
  • Work directly with key leadership at the college to strategically design their technical solutions.
  • Acts as a system, process and data expert member of the Board of Trustee’s teams during collective bargaining and prepares data and cost scenarios that are critical to the College’s budgeting process.
  • Manages and directs the operations of the HRIS department which includes research and troubleshooting activities, responding to end-user requests, testing modifications to system configurations, and leading system projects. Manages the contractual relationships with systems vendors.
  • Manages and directs the operations of the HR Data/Records department; which includes oversight and responsibility for the accurate and timely processing and compliance of all employment actions.
  • In concert with HRIS department, leads all technology projects in the department.  Oversight includes, but is not limited to, initiating the project steering committee and project teams, developing detailed requests for proposals (containing detailed IT and business requirements), leading the process to select a proposal, developing project scope and specifications, project risk assessments and contingency plans, communication and testing plans, overseeing and coordinating the execution of test phases and activities, managing and mitigating any issues identified in testing in collaboration with IT and/or 3rd party vendors, orchestration of system rollout activities including development and execution of training plans and new and updated procedures, ensuring quality, timeliness and proper use of resources throughout.
  • Responsible for employee and position data reporting, including but not limited to ICCB, IPEDS, ACA and other regulatory reports, as well as ad hoc requests for employee data by management.
  • Oversight and management of the entire suite of  HR (including Payroll) systems. Oversee work performed by vendors; manage the College-vendor relationship; resolve systems issues to keep critical HR and Payroll operations running smoothly; maintain data integrity; lead system upgrade projects (in coordination with IT for ERP) to continually leverage new functionality provided by our vendors, including initiating and leading project teams, developing project plan, developing and overseeing the execution of test plans, and developing communication plan and identifying impact to current procedures and updating as necessary.
  • Serve as a resource to other departments who are embarking upon technology projects that impact or are impacted by HR processes and systems.
  • Provide leadership, direction, support and training to HR system end users; prepare procedural and system documentation.
  • Perform all duties of the Director of Payroll while serving in the critical role as the backup Director of Payroll.
  • Available to respond to internal and external customers, either in person or over the phone, during scheduled business hours.
  • Demonstrate independent judgement and discretion in making position related decisions.

  • Maintain confidentiality of privileged information and adheres to applicable privacy laws.
  • Demonstrate sensitivity, understanding and respect of diverse populations within the workplace.
