As a key member of the Emergency Management team, this role will provide expert advice and recommendations to both internal and external stakeholders, lead strategic negotiations, and take hands on action across all phases of emergency management, from planning and preparedness to response and recovery. Work type: Temporary Part Time (0.5FTE) through to 30 January 2027
Classification: Band 7 Commencing at $103,066 pa plus super (pro rata)

Key responsibilities include:

  • Contribute to a range of activities in Emergency Management to develop and implement solutions in line with department strategy and plans. 
  • Provide subject matter advice when required to the department leaders and other relevant stakeholders.
  • Collaborate with the Municipal Emergency Management Officer (MEMO) and/or the Municipal Recovery Manager (MRM) in the negotiation and development of innovative and effective strategies, policies, and plans relating to Council’s emergency management responsibilities
  • Coordinates the implementation of a range of emergency management projects with a view to supporting operational tasks in planning, preparedness, response to emergencies within the municipality.
  • Lead the development and maintenance of internal agreements in relation to Emergency Activation requirements
  • Lead the debriefing for staff post emergencies as well as collaborative debriefs with Emergency Service agencies including identifying continuous improvement opportunities

About you
The ideal candidate for this role will be a highly experienced professional with a background in Emergency Management and a solid understanding of local government planning requirements and the frameworks that support effective emergency response, relief and recovery. You will thrive in fast paced environments, enjoy problem-solving and have a sharp eye for detail. With strong communication skills, you will be confident working with a wide range of stakeholders and bring a safety first, solutions focused mindset with a passion for continuous improvement.

Essential Experience:

  • Extensive experience in local government with knowledge and an innate understanding of municipal emergency management.
  • Extensive knowledge of the Acts and Regulations relating to emergency management regulation, in particular those relating to Local Government. This includes the Emergency Management Manual Victoria.
  • Proficient in project, program and contract management.
  • Ability to determine high-level program delivery across multiple functional work areas, resolve service delivery issues, and set operational work allocation
  • Good problem solving and stakeholder management skills to work effectively with diverse stakeholders to achieve task outcomes.
  • Preferred candidates will be required to undergo a National Police Check as part of the recruitment process (funded by the City).
