About Business Environment Division
The Business Environment (BE) Division plays an instrumental role in supporting EDB’s role in planning and executing policies that enhance Singapore’s position as a global centre for business, innovation and talent.
In this role, you will have the opportunity to engage with the business community, and work with various government agencies and internal divisions to develop incentive products, policy governance and competitiveness monitoring, and business process re-engineering and systems development.
You could take up an individual contributor role or lead a team of officers to:
LEAD EDB’S INCENTIVE POLICY RESPONSE IN LIGHT OF SIGNIFICANT CHANGES IN THE GLOBAL TAX LANDSCAPE
Assess the impact of trends or new developments to Singapore and investments and assist in formulating EDB’s house view of global developments, and implications on EDB’s and Singapore’s priorities
Manage/coordinate team resources and design system workflows to handle high volume corporate engagement in anticipation of Singapore’s implementation of BEPS 2.0 measures.
Prepare client-facing teams for product and system updates to ensure operational continuity and business certainty.
FORMULATE ADJUSTMENTS TO SINGAPORE’S ECONOMIC TOOLKIT
Monitor and identify gaps in Singapore’s economic competitiveness especially in relation to international developments in industry and investment incentives/measures and assist in formulating EDB’s house view on evolving risks and opportunities.
Lead policy thinking and product innovation, and engage both corporate and other government stakeholders on adjustments to Singapore’s economic toolkit and initiatives moving forward.
Drive market testing and performance tracking of new tools and initiatives.
INTRODUCE NEW OPERATIONAL MODELS TO CATER TO EVOLVING INVESTOR PROFILE
Sharpen EDB’s product offerings and drive enhancements to business processes pertaining to the usage of incentive products
Investigate performance gaps to determine the contributory factors and root causes, and propose intervention measures to remediate performance gaps
Influence and partner internal stakeholders (e.g. IT, finance, business users) to ensure successful implementation of such measures
We are looking for candidates who have the following experiences and attributes:
At least six years of working experience with strong business acumen
Familiarity and interest in current affairs on global developments impacting competition for foreign direct investments and domestic considerations impacting public policies
Exposure to international trade and tax issues, although not required, would be helpful
Strategic thinker with aptitude towards product positioning, design and systems thinking for outcomes and delivery, and analytical thinking to identifying trade-offs and for problem-solving
Strong project management and leadership skills with ability to lead cross-disciplinary teams and multiple workstreams
Demonstrated ability to engage and work with multiple stakeholders
Excellent written and communication skills
