Reporting to the Associate Vice Provost for Technology-Enhanced Learning, the Director of Business Operations oversees all financial and business functions for Technology-enhanced Learning and Online Strategies (TLOS), including budget planning and administration, financial reporting, departmental human resources administration, purchasing, and facilities and vehicle management. The director works in close coordination with the Associate Vice Provost and the Assistant Vice Provost for Technology-Enhanced Learning, as well as the Associate Vice Provost for Business Administration and the HR Divisional Director in the Provost’s office.
The director serves as a member of the TLOS leadership team and supervises two financial and administrative support employees. Principal responsibilities include the following:
Financial Management
- Develop current and long-range budget plans.
- Oversee the accounting for department salaries and operating expenditures. Review all personnel transactions with fiscal impact.
- Advise TLOS senior leadership on the availability of resources needed for new initiatives.
- Coordinate internal and external audit activity that affects TLOS.
- Collaborate with the Provost’s Office finance group to align TLOS financial processes with Provost’s Office policies and strategic priorities.
- Oversee payment, reconciliation, and monthly fund status reporting for all departmental funds.
HR Management
- In consultation with the Associate Vice Provost, Assistant Vice Provost, and HR Divisional Director in the Provost’s office, manage the department’s human resources processes, including hiring, onboarding and separation, annual performance management, and leave management, and ensure compliance with state and federal regulations and university policy.
Serve as the department’s leave representative and manage the leave process in accordance with deadlines set by Human Resources.
Manage the department’s employee award programs.
Leadership
- Advise TLOS senior leadership on financial matters, business processes, and policy changes as they affect TLOS’s services, mission, and strategic plans.
- Collaborate with partners across the university on financial and business matters related to TLOS and its services.
- Advise TLOS senior leadership on financial matters related to business processes to help advance the unit’s mission and strategic plans.
- Support senior leadership and colleagues as they work within established university policies and state regulations, coordinating with Provost’s Office administration on any complex problems.
- Maintain, analyze, and provide financial and operational data to TLOS leadership to inform management decisions.
- Develop standards, procedures, and internal controls that protect university assets, including fixed assets.
- Serve as part of the TLOS leadership team responsible for developing and implementing strategic plans.
- Bachelor’s degree in accounting, business, finance, or another related field.
- Progressive experience in financial management, budgeting, accounting, business administration, or a closely related area, leading to managerial responsibility for complex budgets and financial operations.
- Demonstrated experience developing budgets, financial forecasts, and analyses that support organizational planning and executive decision making.
- Demonstrated experience advising senior leaders on financial, operational, and personnel matters and translating complex information into clear recommendations for decision making.
- Demonstrated experience administering human resources processes, such as hiring, payroll, leave, or performance management.
- Demonstrated leadership and supervisory experience, including the ability to establish effective business processes, manage competing priorities, and collaborate successfully with colleagues and stakeholders across an organization.
- Advanced degree in accounting, business administration, finance, public administration, or a related field.
- Demonstrated experience managing financial and business operations within a higher education, government, nonprofit, or similarly decentralized organization.
- Demonstrated experience improving business processes, developing internal controls and procedures, and using financial or operational data to increase organizational effectiveness.
- Experience with Virginia Tech’s financial and human resources systems, such as Banner, HokieMart, and PageUp.
- Familiarity with Commonwealth of Virginia fiscal, procurement, and human resources policies as they apply to public higher education.
Exempt: Not eligible for overtime
