Job Summary:

The Arizona Department of Administration (ADOA), Division of Business and Finance, is seeking an Accounting Specialist Manager to lead its dedicated Accounting Team. This pivotal role involves the comprehensive oversight and management of daily accounting operations, ensuring meticulous adherence to all State of Arizona accounting policies and procedures, including the State Accounting and Administrative Manual (SAAM), as well as relevant federal and state regulations. The successful candidate will be responsible for supervising a team of accounting specialists, providing expert guidance on financial transactions, and meticulously preparing and reviewing financial records. This position is instrumental in supporting audit processes and reconciliations, and demands a profound understanding of governmental accounting principles. The Accounting Specialist Manager will play a key leadership role in maintaining robust internal controls and driving continuous process improvements within the division.

Job Duties:
  • Directs daily accounting activities including AP, AR, reconciliations, and financial reporting. Including approving all transactions keyed in APP & AZ360-FIN
  • Oversees the P-Card and Ghost Card process, reconciles all payments, ensures payments are made timely
  • Supervises and supports staff including performance evaluations, workload distribution, and training
  • Develops and implements accounting procedures, policies, and internal controls
  • Collaborates with other divisions and agencies on accounting-related matters
  • Coordinates and responds to internal and external audits and prepares audit documentation
Knowledge, Skills & Abilities (KSAs):
  • Knowledge of:
  • Generally Accepted Accounting Principles (GAAP)
  • State of Arizona Accounting Manual (SAAM)
  • Governmental fund accounting
  • AZ360-FIN, APP, and other state enterprise solutions
  • Principles, concepts, practices, and techniques of government accounting and fiscal management
  • Processes of state government, including legislative processes and administrative prerogatives and responsibility
  • Methods and techniques of automated financial systems
  • Skills in:
  • Leadership and staff development
  • Financial analysis and report writing
  • Problem-solving and decision-making
  • Use of accounting systems, Google Sheets, and/or Microsoft Excel
  • The method and techniques of data processing as it applies to accounting practices
  • Oral and written communications
  • Ability to:
  • Manage multiple priorities and deadlines
  • Interpret and apply policy, rules, and regulations
  • Communicate effectively with a wide range of stakeholders
  • Maintain confidentiality and ensure accuracy
  • Lead, supervise, and manage subordinate staff
  • Maintain records in accounting systems
Selective Preference(s):
  • One year experience as an Accounting Specialist Supervisor or equivalent OR Two years of supervisory experience OR two years of experience equivalent to an Accounting Specialist 3
