      Under the supervision of AHCCCS Rural Health Transformation State Project Officer and Principal Investigator, the Program Area Manager serves as the operational lead for the programmatic components of the Rural Health Transformation Grant Program. This position is responsible for developing initiative-specific work-plans and budget inputs aligned with CMS-approved goals; monitoring grant milestones, deliverables, and outcomes across multiple programmatic work-streams; coordinating stakeholder engagement activities and contributing to quarterly and annual grant progress reports submitted to CMS. The Program Area Manager ensures the successful execution of all RHTP initiative areas and collaborates with fiscal and compliance teams to support program implementation, monitor sub-recipient progress and expenditures, ensure adherence to federal and State requirements, and address operational risks and issues. Given the complexity of the RHTP program and the scale of the federal investment in Arizona's rural health system, this role is essential to maintaining operational continuity and ensuring sub-recipient compliance across multiple programmatic streams. The Program Area Manager is expected to escalate risks or performance gaps to leadership for timely resolution and to participate in periodic site visits to rural Arizona counties to verify program implementation and provide technical assistance to sub-recipients and partners. The position is grant funded and may be eliminated based on the availability of funding. Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,998,955.92 with 100 percent funded by CMS/HHS.       Under the supervision of the Program Area Manager, the Program Area Analyst supports the implementation portfolio for an assigned Rural Health Transformation grant program initiative area. The position is responsible for supporting the RHTP strategic goals implementation plans and executing grant programmatic efforts in close coordination with stakeholders, under the guidance of the Program Area Manager. The Program Area Analyst provides direct monitoring of sub-recipients within the assigned portfolio, coordinates and monitors initiative-level milestones, prepares data inputs for CMS progress reports, and maintains documentation to support performance assessments and financial audits in accordance with HHS and CMS requirements. This position is critical to sustaining the program's capacity for detailed oversight, accurate reporting, and audit readiness, ensuring that each initiative under the RHTP award meets its intended outcomes and complies with federal standards. The program Area Analyst provides technical assistance and administrative support to sub-recipients and partners, collaborates with fiscal and compliance teams to validate expenditures and ensure alignment with federal cost principles, and proactively identifies risks or delays for escalation to the Program Area Manager.
