Job Duties

The Department of General Services (DGS) is seeking a qualified Senior Auditor within its Division of Regulatory and Government Affairs.

DGS is an agency that provides a broad range of services to the citizens, the Commonwealth, and businesses. DGS has a diverse group of employees providing services ranging from laboratory services, real estate, procurement, fiscal, engineering, and more!

The purpose of this position is to plan and conduct performance audits of the Department’s programs, activities and functions and make recommendations to the DGS management that will enhance the efficiency, effectiveness and economy of the Department’s operations. The position may assist with or conduct special projects at the request of DGS management.

This position will be located in Richmond, Virginia and must report on-site. This position is eligible for a hybrid telework schedule (telework up to 2 days/week) after six months and upon completion of an approved telework agreement.

Completion of Statement of Economic Interest is required prior to first day of employment.

Minimum Qualifications

  • Experience interpreting and analyzing complex and unusual financial, contractual, and/or other business data to propose resolutions to issues.
  • Experience in performing comprehensive performance audits, process improvements, and/or program evaluations.
  • Experience leading teams on complex projects.
  • Experience in auditing application and information systems.
  • Experience preparing budgeting and cost analyses of control alternatives.
  • Extensive knowledge of business processes, auditing standards, and audit techniques.
  • Demonstrated ability to develop applicable audit or process improvement identification procedures.
  • Demonstrated ability to document work performed on audits or process improvement projects.
  • Demonstrated knowledge and ability to interpret Government Auditing Standards, Generally Accepted Accounting Principles or equivalent government and business processes.
  • Proven ability to assess information risk & recommend effective mitigation strategies.
  • Strong analytical skills with the demonstrated ability to review and analyze data to predict future data security needs and solutions and recommend enhancements.
  • Demonstrated ability to proactively identify, analyze and facilitate compliance with relevant laws, regulations, policies, procedures, standards and guidelines related to various types of audits and reviews.
  • Proven ability to effectively participate in and add value to the systems development process.
  • Strong written and oral communication skills, and highly effective interpersonal skills.
  • Considerable skill in the use of audit and computer software applications including Microsoft Office Word, Excel, and Outlook.
  • Ability to learn new and complex information quickly.
  • Ability to consistently exercise independent initiative, objectivity and skepticism, and good judgment.

Additional Considerations

  • Knowledge of business practices in multi-disciplinary areas such as surplus property, building management, laboratory operations, inventory & warehousing, & administrative support areas of financial operations, procurement, human resources & technology.
  • Certified Internal Auditor (CIA), Certified in Risk Management Assurance (CRMA), Certified Public Accountant (CPA), Certified Information Security Auditor (CISA), and/or other equivalent related professional certification(s).
