Job Duties
The Buyer Senior serves as the Buyer Senior serves as the Office of Vital Records (OVR) purchasing and contracts administrator, to procure a variety of commodities under $100,000 using all purchasing methods, processing procurements via Commonwealth of Virginia approved procurement methods. Ensures offices and/or work units are in conformance with all applicable State and departmental procurement laws, regulations and procedures. Performs research, solicitation development and identification of supply sources. Awards and maintains contracts utilizing verbal and written requests, e.g. Quick Quotes (QQ). Performs technical specification research, assists with pre-proposal conferences, assesses vendor capabilities and performs post-award conferences. Based on approval, awards contracts and purchase orders based on competitive principles. Advises/assists office personnel and management on procurement processes and development of specifications. Determines method based on competitive principles. Serves as the office's contact with vendors and the liaison between the Shared Business Services Office and OPGS. Follow supervisory guidance to ensure all compliance expectations are met. Effective writing and oral communication skills.

Minimum Qualifications
Working knowledge of procurement, including state procurement policies and procedures.
Knowledge of procurement principles/practices including methods of procurement, supplier diversity requirements, specification development, understanding and application of contract management and administration principles.
Knowledge of Small Purchase Programs and procedures.
Ability to apply specialized concepts, practices, procedures and policies to meet customer needs and compliance requirements.
Basic knowledge and experience using electronic procurement and financial systems as well as MS Office Suite.
Ability to accurately interpret procurement regulations using discretion and judgment within established procedures and scope of responsibility and ability to work independently.
Additional Considerations
Virginia Contracting Associate (VCA) or Virginia Contracting Officer (VCO) certification by the State's Department of General Services/Division of Purchases and Supplies.
Coursework in procurement, accounting and/or business
Knowledge of state and agency procurement requirements
